The Garrigues report, divide into four sub-sections;&lt;br /&gt;1.      What has been done so far.&lt;br /&gt;2.      Why it has been done.&lt;br /&gt;3.      The Liaison Committee’s suggestions as to the way forward.&lt;br /&gt;4.      Questions and suggestions for action from the Assembly.&lt;br /&gt;&lt;br /&gt;Section 1:&lt;br /&gt;-    June 2006; 15 people stood for election to the Liaison Committee. 9 were&lt;br /&gt;                   elected, and the remaining 6 stood in reserve.&lt;br /&gt;-          13.09.06; The first meeting held with Mayor Blaya.&lt;br /&gt;-          October 06; The Statement of Intent created.&lt;br /&gt;-          27.11.06; Garrigues appointed as legal advisors.&lt;br /&gt;-          Feb/March 07; Garrigues collate all documents relating to Camposol from the council offices.&lt;br /&gt;&lt;br /&gt;-     31.03.07; A public meeting held at Cañadas del Romero to present a synopsis&lt;br /&gt;       of Garrigues’ research.&lt;br /&gt;-          19.04.07; The first meeting with Daniel Bascuñana, (holder of Power of Attorney for Masa), held at Garrigues’ office in Murcia.&lt;br /&gt;-          25.04.07; The committee first become involve with the subsidence problems on D7. To make clear that the committee deal with problems arising in ALL of Camposol he drew attention to the current Masa work schedule on view which includes all 4 Sectors, all of which have been taken to the attention of Masa by the CRA.&lt;br /&gt;-          30.04.07; A second meeting with Mayor Blaya with Joaquín in attendance, at which the Mayor was amenable to all put before him, but which had no subsequent results.&lt;br /&gt;-          02.07.07; A meeting, with Joaquín in attendance, with the Sociedad de Agua, to discuss the problems of D7.&lt;br /&gt;-          11.07.07; A third meeting with Mayor Blaya at which Cllr. J Galvez said a three-way meeting with Masa would not be possible from the Council’s point of view.&lt;br /&gt;-          18.07.07; A.G.M. held at Kennellys’.&lt;br /&gt;-          04.09.07; Members of the committee attend a meeting at Mariano’s called by two local lawyers on the Turistico issue.&lt;br /&gt;-          October 07; A survey of the then street lighting, done by committee members at the request of Mayor Blaya, delivered to the Town Hall.&lt;br /&gt;-          18.08.08; A.G.M. held at Sensol Hotel at which we were in receipt of the full Report in Spanish and a synopsis in English.&lt;br /&gt;-          29.08.08; A letter sent to the Sector A Homeowners Committee requesting collaboration on issues affecting the whole of Camposol.&lt;br /&gt;-          November 08; Full Report received in English.&lt;br /&gt;-          November 08; Extraordinary Meeting called.&lt;br /&gt;-          November 08. Report sent to Masa and Mayor with letter requesting meetings.&lt;br /&gt;&lt;br /&gt;Section 2:&lt;br /&gt;-    Meetings with the Mayor were held in the hope that they would help speed up the completion of Camposol. They ended in acrimony when at the third meeting he handed over the keys to the mail boxes on Sector B, this depite the fact that there were then, and still are, no name plates on any street on Sector B, and there is no secure post house anywhere other than on Sector A. The committee decided then to seek  no further meetings until the Report was received.&lt;br /&gt;-    Garrigues was appointed because they are one of the biggest law firms in Spain and could give an assurance that there would be no conflict of interest with either Masa or the Council.&lt;br /&gt;-    The visit to the Soceidad de Agua brought to light the fact that they had recommended the creation of an artificial Rambla around Sector D much earlier and their recommendations had been ignored. This is now, we are told, the subject of talks in Regional Government and a modified Urban Plan.&lt;br /&gt;-    The fortnightly meetings with Daniel Bascuñana have led to many properties being repaired, and many more now being on their work schedule. Further, these meetings have paved the way for outstanding licences being  paid for by Masa to the Council, and some overdue escrituras becoming available or at least, the reason for the delays being explained.&lt;br /&gt;-    The letter sent to the Sector A Committee met with a refusal to meet at this time. (Available to read in full on the website, and notice boards).&lt;br /&gt;-     Likewise the letter drawn up by Joaquín to accompany the Report to Masa and the Council.&lt;br /&gt;Section 3.&lt;br /&gt;            Chair advised the Assembly that the way forward after receiving the Report had been discussed at length by the committee over the past year and a plan of action formed&lt;br /&gt;which he offered to the assembly for their consideration and suggestions.&lt;br /&gt;  Copies of the Report and letters requesting a three way meeting having been sent to both Daniel Bascuñana of Masa and the Mayor, as well as to every Councillor of Mazarrón.&lt;br /&gt;The suggestion of the committee is that        &lt;br /&gt;1)      We give them until January 12th to respond.&lt;br /&gt;2)       The meeting being granted, we will ask Joaquín to attend with us as our representative, and present for discussion a list, in order of importance, of the problems to be resolved, with a time schedule for expected results. If a three way meeting is refused then we would accept individual meetings with the same conditions applying.&lt;br /&gt;In the event of either party refusing to co-operate then we escalate our case using the Report as the catalyst for change, quoting that “the actions and non actions of either or both parties are counter productive to promoting Northern European immigration and Tourism, and that by its non action over several years, the Local Council  is in dereliction of its duty to the tax paying citizens of Camposol”.&lt;br /&gt;We send the Report to:&lt;br /&gt;a)   The British Consulate inviting a visit to evaluate first  hand our problems.&lt;br /&gt;b)      The British Embassy in order to obtain Central Government lobbying.&lt;br /&gt;c)      The Ministers in charge of Development and Tourism at Regional Government level in Murcia inviting a visit to evaluate the situation.&lt;br /&gt;d)     President Zapatero and the Ministers for Development and Tourism in Madrid seeking their involvement.&lt;br /&gt;e)      The King of Spain with a letter stating the conditions in which we are living, due to the failures of the promotor and the local Council.&lt;br /&gt;f)       The European M.E.P (Cashman) inviting him to visit Camposol.&lt;br /&gt;g)      The Court of Human Rights in Le Hague.&lt;br /&gt;h)     All of the above to be given maximum media coverage.&lt;br /&gt;&lt;br /&gt;The Treasurer then gave a current financial report:&lt;br /&gt;            He advised that the bill for the compiling of the Report has been paid in full, and there is 4,335€ remaining in the Lawyers fund account. He gave the committee’s sincere thanks toVal and Bob Taylor who together have raised almost all of this money due to their efforts with the Bonus Ball and Boot Market stalls.&lt;br /&gt;There is 487€ in the General Fund account which has been raised from the ongoing Meat Raffle and donations from members, from which the costs of the AGM and EGM, a total of almost 600€, are to be met.&lt;br /&gt;He reminded the assembly that actions they vote to adopt will cost money. The Turistico issue has yet to be dealt with. Even if, as Joaquín has always said, a change of designation is possible by negociation it will still cost. It has been suggested that, if agreed today, we ask Joaquín to produce a fact finding report to answer the questions raised by those affected who want to know their exact legal position in the event that negociations fail.&lt;br /&gt;He said it has not before been a policy of the CRA to actively seek donations but that today there would be a tub for donations at the end of the meeeting, and asked all to offer their continuing support to the fund raising effort.&lt;br /&gt;&lt;br /&gt;The Chairman read a letter from Mary Cooper ex-secretary and committee member, giving her support to the way forward suggested previously. He then read the conclusions of the Report for the benefit of those who had not had the opportunity to read them earlier. He asked the assembly to use the knowledge we now have wisely, adding that revenge gives momentary satisfaction but no long term solutions.&lt;br /&gt;Joaquín addressed the assembly saying that he had done his best to draw up the Report in an easily understood and not too “legal language” manner. His advice remains to try to resolve problems by negociation as the legal system is very slow and expensive.&lt;br /&gt;&lt;br /&gt;Section 4. Questions and Suggestions.&lt;br /&gt;            It was asked why the Tourism Minister was to be involved. Chair replied that as 40% of Camposol is designated Turistico it is felt this minister is a legitimate contact.&lt;br /&gt;           &lt;br /&gt;Joaquín was asked why there were 2 Plans Partial, and was there no single Plan for Camposol. He replied that the 2 P.P’s were soley for the classification of the land and were only important for development purposes. Camposol is one Urbanisation.&lt;br /&gt;           &lt;br /&gt;Many raised concern about the state of the roads, lack of streetlighting, drainage, etc. Chair said that it seems Masa are reluctant to spend any money now, for fear of having to spend more before takeover should further work be needed, and cited their response to our request for street benches as an example.&lt;br /&gt; Asked if he felt it  likely that Masa would comply with any extended deadlines for work to be completed he said only the Council could answer that, they have the power.&lt;br /&gt;           &lt;br /&gt;It was said that the residents can themselves make an improvement, as has been shown on D, and that there are others willing to do the same elsewhere.&lt;br /&gt;           &lt;br /&gt;Differing opinions were clear, some feeling that publicising our grievances would have a detrimental effect on Camposol where others felt that the Spanish Press would give a less sensational take than the British.&lt;br /&gt;.&lt;br /&gt;            Several members expressed concerned about the long wait for their escrituras, the uncertainty that a house may not be legally built, and the big increase this year in the cost when the delay is no fault of the buyer.&lt;br /&gt;Committee member John Dawes, who has the same problem, said that he has been assured by his solicitor that having paid for his escritura some time ago, he will not have to pay more when it finally arrives. Chair commented that the many irregularities on Camposol are well known. The list of priorities to be presented will include all of the concerns about escrituras.&lt;br /&gt;&lt;br /&gt;Chair was asked:  Would the CRA go it alone to the Mayor now that the Sector A committee has turned down the approach to collaborate? and referring to talk of an Entity said to be already in force on A was it known whether its terms had been set by the Mayor.?     He replied  the CRA will go forward alone and that at any meeting with the Mayor we are hoping to have Joaquín in attendance. The Statutes of the Entity existant,&lt;br /&gt;and who set them are further questions to be answered.&lt;br /&gt;&lt;br /&gt;A Proposal came from the floor on behalf of Reg Roberts that:&lt;br /&gt;The CRA oppose unequivocally the introduction of an Entity or anything similar. We will only accept the complete adoption of Camposol by the Mazarrón Council. The Council to be totally responsible for the administration and all the maintenance of the infrastructure, landscaping, lighting etc. of Camposol.&lt;br /&gt;This to be put into effect by the Mazarrón Council when they are satisfied with the completion of said infrastructure, landscaping , lighting etc.&lt;br /&gt;            Proposed:        Lloyd Jones&lt;br /&gt;            Seconded:       Alex Jarrett                 Carried  by Majority Nem Con.&lt;br /&gt;&lt;br /&gt; Stan Long made reference to the recent approach by the CRA to the A committee and the recent meeting of the A committee with the Mayor at which it was said that the Council will take over Camposol but there are some things for which the residents will have to pay such as lighting , street sweeping and maintenance of the green areas. He asked will the CRA follow through on this?&lt;br /&gt;  Chair said that a  letter has been sent to the council by Joaquín asking that they accept the CRA as a legitimate body representing the majority of the residents of Camposol, (more in fact than the population of Sector A). The CRA is aware of what is said to the A committee and will follow through on any promises made to them.&lt;br /&gt;Joaquín added that there should be a register at the Council of all Resident’s Association within the municipality but no such Register exists. He has asked that they create such a register and that the CRA be included on it.&lt;br /&gt;Chair said that if we are forced to go to the law to make the Council do their duty then we will have to do that.&lt;br /&gt;&lt;br /&gt; Joaquín was asked about Masa guarantees lodged with the Council as the report mentions those lodged for completion of Sector A but nothing about Sectors BC and D.&lt;br /&gt;Joaquín replied that guarantees have been lodged for all the Sectors but they were set low and possibly will not be enough. It is possible that the residents will be asked to pay a special tax at some point.&lt;br /&gt; Joaquín was asked : Is it fair to say that your advice in part is that members take individual action against the Council, and is it true to say that you have said in the past that  civil action should not be ruled out?&lt;br /&gt;Ans.   There is the option for individuals to take such actions but the process is slow. Civil action is another possibility.&lt;br /&gt;Rathnait stressed that she means peaceful protest without prejudice to any talks, for example a torchlight march on Camposol drawing media attention to the lack of lighting.&lt;br /&gt;&lt;br /&gt; From the floor Geoff Nastri asked the question: What would a Spanish Urbanization do? They would protest and we should do the same. &lt;br /&gt;He proposed that:&lt;br /&gt;Once we have tried the soft approach the residents of Camposol should, in the event the failure of negociations, march on the Town Hall.&lt;br /&gt;            Proposed  Geoff Nastri&lt;br /&gt;Seconded  Tony Jones                                               &lt;br /&gt;Those in favour   The majority            Against   7                   Carried   Nem Con.&lt;br /&gt;&lt;br /&gt;Anne Blackburn said that we all know that Masa would be hard to fight and proposed a protest at the nearest Masa development.&lt;br /&gt;Rathnait Mullen agreed with the proviso that this should not happen before 12th January or when it becomes evident that negociations ara going nowhere.&lt;br /&gt;That: We should mount a protest march at the nearest Masa building site to bring them maximum bad publicity if negociation fails was&lt;br /&gt;Proposed  Anne Blackburn&lt;br /&gt;      Seconded  Rathnait Mullen&lt;br /&gt;      Those in favour     75            Those against      63                  Carried&lt;br /&gt;&lt;br /&gt;Tom Wills made a proposal that:&lt;br /&gt;The Assembly give their backing to the CRA Committee to go forward with the plan set out to this Assembly, with the proviso that if there is a more relevant Ministry than that of Tourism, an approach should be made there &lt;br /&gt;            Proposed         Tom Wills&lt;br /&gt;Seconded        Bob Birchfield                                    Carried by majority, Nem Con.&lt;br /&gt;&lt;br /&gt;Les Cook said we should look at Mazarrón and the Port and see what improvements have been made to both over the last few years with what must be the money we have put into the local economy. We should vote with our wallets and take our money elsewhere.&lt;br /&gt;&lt;br /&gt;Brian Tokely made a proposal that:&lt;br /&gt; We commission  Garrigues to produce a document to show the Council how they should change the Turistico designation of the properties on Camposol.&lt;br /&gt;            Proposed         Brian Tokely&lt;br /&gt;            Seconded        Lloyd Jones                             Carried Nem Con.&lt;br /&gt;&lt;br /&gt;There being no further questions from the floor, the Chairman thanked everyone for their support and attendance. IF YOU ARE NOT SATISFIED WITH YOUR CAMPOSOL VILLA PURCHASE BECAUSE OF PROBLEMS AND/OR UNFULFILLED PROMISES AND YOU FIRST HAD DEALINGS WITH A UK BASED AGENT:&lt;br /&gt;You need to make contact with the nearest UK Trading Standards Office, to where you lived in the UK. Present you case in writing accompanied by photographs where necessary stating your requirements I.E. money back, or satisfactory repairs. Request the Trading Standards Office to represent you in seeking acceptable solutions to your complaint remembering to provide the full title and address of your UK based agent.&lt;br /&gt;2.    IF YOU ARE NOT SATISFIED WITH YOUR CAMPOSOL VILLA PURCHASE BECAUSE OF PROBLEMS AND/OR UNFULFILLED PROMISES AND ALL OF YOUR DEALINGS WERE BASED IN SPAIN:&lt;br /&gt;You need to write to the equivalent minister to the UK’s Trading Standards at both Regional Government, Murcia and National Government, Madrid. You must present your case (IN SPANISH) as described in (1) above. Additionally you should write to the Commissioner responsible for Trading Standards in the European Government, Brussels (The CLC will publish names and addresses for the above in our January newsletter)&lt;br /&gt;We will also publish same on our website (www.thenewcamposolcourier.com) as soon as they become available.&lt;br /&gt;3.     IF YOU ARE AFFECTED BY THE ‘TURISTICO’ RULING. You need to write to the authorities as in (2) above stating that you were deceived by the person/persons who sold you your villa as a first residence stating you request intervention to seek a satisfactory conclusion.&lt;br /&gt;4.    IF YOU ARE NOT SATISFIED WITH THE PUBLIC AND SOCIAL SERVICES AVAILABLE ON CAMPOSOL I.E. STREET LIGHTING, ROADS,  FOOTPATHS, TRANSPORT, MEDICAL CARE, POLICE PRESENCE AND SECURITY Etc. Etc. Then you need to write to the same authorities as in (2) above setting out the consequences of the lack of these services, (in some cases for the last 11 years)!  It is essential that as many people as possible take the time and trouble to write to all the authorities listed. The more letters received the better our chances of intervention. Once the said terms have all elapsed, the developer shall be granted an extension within which to remedy any technical defects that may be found in the works with regard to the approved projects.&lt;br /&gt;&lt;br /&gt;Once this new term has elapsed, if the works should still not meet the qualities and technical characteristics that are sufficient to allow transfer of control to the council, the council has the power (compulsory, in order to defend the general interest and legality that it protects) to execute the bank guaranties and security provided by the developer in order to ensure the proper execution of the works. It shall proceed to execute the works, chargeable to said guaranties, in proper manner and to take over control of the said works once they have been executed and the legality of the planning department has been re-established.&lt;br /&gt;&lt;br /&gt;This power held by the Council becomes a duty as against citizens, who should address themselves to the council to demand these powers be exercised in order to defend their interests and the legality of the plan.&lt;br /&gt;&lt;br /&gt;These time limits have been generously exceeded in the case of sector A. But even in the case of sector BCDF (where they have not been fully exceeded) it would be possible for the interested citizens to seek the protection they are owed from the Council (by statutory provision), making use of the powers that have been granted for this purpose. This is so because although formally the limits have not been exceeded in sector BCDF, the fact is that likewise the dwellings and establishments should not have been occupied. Therefore the situation of this sector is particularly special, given that, as has been stated before, even though the time limits have not been formally exceeded, the Council is under a duty to intervene in order to ensure the proper provision of the services to those citizens who occupy the sector (with its consent).&lt;br /&gt;&lt;br /&gt;In any event, it is noted that the development of sector BCDF has not been executed in accordance with the provisions of the applicable plan, which is in the course of being amended. The council should ensure the conclusion of the estate in accordance with what has been projected.&lt;br /&gt;&lt;br /&gt;For its part, the duty of conservation of the estate pertains in sector A to the owners of the area, without prejudice to the duties that may correspond to the developer pursuant to the private sale and purchase agreements. For this purpose, given the provisional transfer of control that occurred years ago, the urban conservation body was set up, and there is no record that carries out any activities whatsoever.&lt;br /&gt;&lt;br /&gt;Likewise, with regard to the material content covered by this duty of conservation, the provisions of the by-laws of the Conversation Body, that has been set up should be complied with, where they state the exact scope of the duties undertaken by the owners.&lt;br /&gt;&lt;br /&gt;The situation is quite different for sector BCDF, for which the planning regulation instruments (having legal effect) expressly provide that the developer shall be responsible for the conservation thereof until such time as the control of the works is transferred to the Council, at which time the owners shall become a part of the Conservation Body set up for sector A.&lt;br /&gt;&lt;br /&gt;It is convenient that the owners should consider that the commencement of legal proceedings is a suitable option in the event of breach of the duties and responsibilities taken on both by the developer (demanding performance of the existing sale and purchase agreements through the civil courts), and by the Council (so that it may exercise its powers), in order to avoid further delays and losses.&lt;br /&gt;&lt;br /&gt;As has been stated before, the actions could be commenced by the CRA, in its capacity as a residents association, although it might be convenient to accompany this exercise of individual actions by the private owners before the civil courts. Some progress has been made regarding the situation of Camposol Estate. Unfortunately, the present situation is still far from being acceptable and it does not match with what the residents, with all due respect, consider to be adequate.&lt;br /&gt;&lt;br /&gt;These meetings started to take place some time ago. However, the progress made is not enough. This is clearly seen if we take into account the situation the state is still in. We think that it may be adequate to keep on working together instead of resorting to legal action.&lt;br /&gt;&lt;br /&gt;That is why the camposol residents’ association’s governing body finds it appropriate to arrange a meeting between the Council, grupo masa and camposol residents’ association, in order to study the situation that, at the moment, surrounds Camposol’s Estate and the measures that are to contribute to achieve the legalization of the Estate from every point of view, starting of course, by finishing the construction works that will allow the Council to receive the Estate.&lt;br /&gt;&lt;br /&gt; We have recently obtained a legal report signed by the firm Garrigues that analyzes the  abovementioned situation. We would like to share its conclusions with Mazarrón Town Council and with the promoter. With this end in mind, we have decided to send you this communication.&lt;br /&gt;&lt;br /&gt;Without the purpose of being exhaustive but didactic, the report points out some matters that are to be considered as serious, and are related to the fact of the Estate being incomplete, and the lack of urban services. It seems to us that those points require a definitive intervention, and it is the purpose of camposol residents’ association to collaborate in any possible way.&lt;br /&gt;&lt;br /&gt;We think that the cooperation of the residents represented by their legally established associations, may be substantial. However, it is obvious that it is a matter of Mazarrón’s Town Council, as part of its protective duty, and of grupo masa (justo y manoli , s.l.), due to its performance as urban agent and promotor, to undertake the appropriate measures that will allow Camposol’s Estate to hold those legally requirable services in a (necessarily) short period.&lt;br /&gt;&lt;br /&gt;Those are the reasons that support the following proposal, which for practical reasons, consists  in asking the Town Council to establish a date in which we (camposol residents’ association and grupo masa) are to attend the arranged meeting with the relevant Council members. Situation of the Estate and actions that are to be taken so the Town Council can proceed to its reception. Agreements regarding this point.&lt;br /&gt; 2. This short report is intended to give an overview of the situation and proposes the way in which the CRA will try to manage the problems and ensure that Camposol becomes a more enjoyable atmosphere to live in.&lt;br /&gt;&lt;br /&gt;Litter :  Although there are areas that seem to have more litter blowing and laying around than others the general feeling is that Camposol is quite litter free and certainly cleaner than most other urban/rural areas around Mazarron. This is certainly true in many areas where those local to the specific areas take it upon themselves to pick up litter and sweep their streets.&lt;br /&gt;To  improve the situation it is intended to take the following action :&lt;br /&gt;a.     Encourage more small groups and individuals to take responsibility for their local areas.&lt;br /&gt;b.     In a few weeks time print a timetable of ongoing litter clearing mornings where groups meet in an organised fashion to clear litter and small waste from particularly bad areas. We already have over 30 volunteers for this project and if you want to take part then please give your name in at the CRA desk every day between 4pm &amp;amp; 5pm in the Rumours post room.&lt;br /&gt;The most obvious area with a problem of litter is the commercial centre on sector B. Although the local traders have made efforts to previously clean the area unfortunately it still remains an eyesore. The CRA believes that it is the responsibility of the traders to get together as a whole to try and resolve this problem and it would be impractical for the CRA to manage an ongoing project in this area.&lt;br /&gt;Bin Areas : Generally the problem with bin areas revolves around the number of bins to be found in any one location. Where there are up to 4 bins, the area tends to remain quite clean. When you get any number over this such as at the top of sector D (40) or the roundabout half way up B sector (8) then, because they are seen as a drive up facility, they become overfull and any excess is either piled high on the bins or dumped in the general area. They also invite those with a lack of thought for others or the environment to dump old furniture, green waste etc..&lt;br /&gt;To improve the situation it is intended to take the following action :&lt;br /&gt;a.     Following a proposed idea from the soon to be established sector D action group, look at splitting the bins into smaller strategically placed numbers around Camposol. Of course there is no one who wants the bins outside of their front door, but with a little planning it is thought that this could be avoided.&lt;br /&gt;b.     Start an awareness campaign of community responsibility in disposing of larger waste in the correct manner rather than dumping it wherever you want.&lt;br /&gt;c.      Continue to push for more green bins (as on sector A) for all of Camposol.&lt;br /&gt;d.     Advertise and support the Mobile Ecoparque service which will soon be a regular feature of life on Camposol. Currently we believe it will be available every Thursday at the commercial sector on sector A. We will try to get the council to implement a programme of the mobile being available at different places on Camposol on a regular basis.&lt;br /&gt;e.     Continue to encourage, support and increase the number of local residents who sensibly use and clean the bins in their area.&lt;br /&gt;Green Areas (including roundabouts) : The maintaining of green areas is an ongoing process which needs a continuous proactive solution.&lt;br /&gt;To improve the situation it is intended to take the following action :&lt;br /&gt;a.     Continue to push Masa to carry on with its gardening team.&lt;br /&gt;b.     Support the Mercer project to fund a full time in-dependant gardening team.&lt;br /&gt;c.      Continue to encourage more residents to set up and maintain their own local green areas.&lt;br /&gt;d.     Following on from an idea of Rod Sawyer to have local businesses adopt a roundabout and ensure it remains attractive and tidy. We are currently talking with the council about having signs from the business responsible located on their particular roundabout.&lt;br /&gt;Building Materials : Currently on Camposol there are several areas with discarded building materials such as pipes and precast concrete stairs and manhole covers.  During its regular meetings with Masa the CRA is asking that Masa remove  materials back to its compound on the hill by the new aerial farm.&lt;br /&gt;Rubble : Although this does not seem such a big problem there are still lots of small piles of building rubble around Camposol. The CRA has spoken to a local trader who is willing to remove and discard of this rubble in his free time. Because of the high cost of fuel he would like to have the cost of the diesel fuel used in his digger and lorry to be recompensed. We feel that this is a very generous offer and because the CRA does not have specific funds to cover this cost we are going to start a Clean Up Campaign Fund. Although it is thought that this particular cost will only run to a few hundred euros any excess will be used for skips etc.. should they be required.&lt;br /&gt;Dumping Sites : It has been negotiated with Masa that a number of dumping sites will be allocated for the disposal of green waste and rubble. At the end of each month Masa will provide a lorry and digger to clear up these areas and dispose of the rubbish. We think B, C &amp;amp; D sectors should have their own dumping sites and are asking for the people on Camposol help to decide where each should be placed. Once this consultation has taken place then this project will commence. It is important that each site is accessable to lorries. (15/10/08)  Brian Tokely. and Ken Richardson.1. Proposed one way system around the commercial centre.  Clr Galvez stated they are still awaiting a Police report on the situation, we asked about road markings and we agreed that we would ask Masa to define the right of way at the Junction at the end of the road past the Centre. Also to  replace the no entry sign at the same junction.&lt;br /&gt;2. We reported that we had asked Masa about the central reservation through Camposol and they are now working on it to tidy it up.&lt;br /&gt;3. Camposol tidy up we explained that the CRA were actively trying to make Camposol a more tidy place. On the issue of Green skips for Garden Waste, Cllr Galvez explained as shown in our survey the Residents on Sector A pay for rubbish collection via their Water Bills, on Sectors B, C &amp;amp; D  there is no such charge and MASA pay the Council for the Service. if we wish to have Green Waste Skips then we must ask MASA to provide them. We were reminded that we can use the Skips on A.We talked about the Green waste around rubbish bins particularly on Sector D. If we wished to set fire to this then the fires must be well away from the bins and residential properties  and we also must seek permission from the forestry commission  Contact Paco Salvador 630746966. Sponsorship of Roundabouts, Cllr Galvez said she would check for us with the Planning dept. if we need permission to put on the roundabout a small advert thanking the Sponsor. The Mobile Eco Park is visiting Camposol every Thursday on Sector A Cllr Galvez stated this was  for the use of every one on Camposol. There are certain restrictions on what the mobile eco park can take.&lt;br /&gt;4. The Tin enclosure on Sector B.  We asked if there was any information. Cllr Galvez stated she would check with the planners and report to us next meeting.&lt;br /&gt;5. Taxis on Camposol. we were told that the Cllr for Transport was still looking to provide properly licensed Taxis on Camposol.  We talked about Radio Taxis in Mazarron 902734500 who were offering a Radio Service for the whole of Mazarron, we stated we would seek a meeting with Radio Taxis to try to define charges and service.&lt;br /&gt;6. Interpreter at the Medical Centre. We discussed the current  lack of an interpreter at the Medical CEntre. Cllr Galvez explained this was a service provided by the Council and they have only powers to appoint a person for 6 months after this they must re advertise the position and they are currently doing this.  I explained that this was a service well appreciated by the Residents of Camposol.&lt;br /&gt;7. Bus Service. Cllr Galvez stated that discussions were still ongoing and would report to us on our next meeting&lt;br /&gt;8. Tobacco Sales on Camposol. Cllr Galvez gave us information on how to apply for a  license to sell tabaco and I passed this on to an interested party. She stated that she considered there was a genuine requirement for a Tabacco outlet on Camposol, I  said I would ask the CRA committee to support any application.&lt;br /&gt;9. We discussed the survey and gave the Cllr a copy we said we would  discuss more fully at our next meeting She pointed out areas where the Council recieved taxes and areas where they do not. All Car Tax goes to the Central Government. Schedule of Repairs and Inspections.&lt;br /&gt;          Daniel produced a chart listing 27 properties which can be seen at the post room desk.&lt;br /&gt;          434 D23, 2713 C-24, 2715 D-24, 241 C-2, Fortuna 1814, and 672 D-23 he assured us are 1st to 6th respectively to be repaired, and work on the first should begin this week.&lt;br /&gt;          Re. Mr McDonald 448 RU-37, his legal problem is being dealt with by Daniel Segarra and is on track to be resolved within the next two weeks,&lt;br /&gt;          2137, 2138, 2139 D-7 and 2283 D-20, Masa have either done as much as they are willing to, or do not accept responsibility.&lt;br /&gt;          Señor Ferrer should be in the process of inspecting a further 7 this week and next, and we should have information on these at the next meeting.&lt;br /&gt;          Two, 434 D-23 and 1611 D-17 are listed for repair in November.&lt;br /&gt;           Letters from Mssrs Fenneberg, McNeiff, Bass and Ricketts (which were handed to Miguel for onwarding to Daniel at the meeting in June) seem to have gone astray, and subject to the response to an e-mail sent to Daniel informing him of this after the meeting, these four might have submit again.&lt;br /&gt;          Two, Mssrs Muncaster and Mssrs. K. and M. Turner, we have to clarify with again as to whether or not they want Masa to repair, and the final one is a missing escritura which is being dealt with at Masa's talks with the Ayuntamiento.&lt;br /&gt;&lt;br /&gt;Item 2. Correos Office&lt;br /&gt;          We asked had Correos finalised the purchase of the locale on B Commercial.&lt;br /&gt;Daniel showed us the Escritura of Sale  which shows the sale was finalised in November 2007. He has no information about when they are likely to begin work on it or when they might be open for business.&lt;br /&gt;&lt;br /&gt;Item 3. Masa's Gardeners and Garden Waste&lt;br /&gt;          Daniel said that the team currently working their way through Sector B,C,D are the general maintenance team, not gardeners as such. When they have finished the tidying of the centre reservation they will then be working on Sector A through until the end of the year after which Masa is expecting the take-over of Sector A by the Ayuntamiento.&lt;br /&gt;          The decision on our request at the last meeting for skips to be paid for by Masa  when the Clean up Campaign takes place, is that Masa are not prepared to fund this, the feeling being that garden waste would still be left around if some people felt that the skips were not conveniently near enough to them. However, Masa is willing to supply a lorry, once a month, to pick up garden waste. We were asked to specify a maximum of three places where garden waste could be put causing least inconvenience to anyone, and with easy access for a truck.&lt;br /&gt;         &lt;br /&gt;Item 4.  Lamp posts.&lt;br /&gt;          The leaning lamp posts in the centre reservation we reported at the last meeting are to be fixed. Daniel was not convinced that the advertising flags cause the  posts to lean, his thinking being that they are too small to create much wind resistance, he feels the problem is in the foundations, or lack of.&lt;br /&gt;&lt;br /&gt;Item 5.  Turistico.&lt;br /&gt;          Chair told Daniel of the change of designation from Turistico to Residential which has been made on the Country Club through an agreement between the builder and the Ayuntamiento and asked; If Masa are planning further development on Camposol in the future, would they be willing to do the same? Daniel replied that there are no such plans at the moment, and as it was the Ayuntamiento who stipulated in the plans that there should be 40% Turistico properties here, Masa complied with the plans. He went on to say that he doesn't see the problem, a house designated turistic is a house in the same way as any other, with  the advantage that if the owner wishes to let it he can freely do so without applying for a licence, whereas owners of houses designated Residential may not. It was pointed out to him that had the buyers been told that they were buying turistico it wouldn't be a problem, to which he replied that all the turistico poligonos were clearly shown on the plans as being so, and it was also shown on the Sale Contracts.&lt;br /&gt;&lt;br /&gt;Escrituras  D-23.&lt;br /&gt;          These should be through shortly.&lt;br /&gt;&lt;br /&gt;Letters of Complaint.&lt;br /&gt;          Three letters were handed over for his attention from&lt;br /&gt;Mssrs Cowlishaw, 2163 D-7; Taylor 2138 D-7; Ricketts, 931 C-15.&lt;br /&gt;&lt;br /&gt;Subsidence on Dual Carriageway D-20.&lt;br /&gt;          We reported several complaints that last week's rain had caused the road to sink to a dangerous level and needed urgent repair. This would also benefit business interests linked to Urbanización Camposol which would become a role model for other urbanizaciónes throughout the region.&lt;br /&gt;It is vital that the time, energy, enthusiasm and experience of all Camposolers should be harnessed to the achievement of the above ends. This is what this committee stands for. However it is equally important to state that we are against a divided Sectional Urbanización Camposol!&lt;br /&gt;&lt;br /&gt;That being said, Urbanización Camposol has priorities which have been in existence for ten years and we still lack some basic amenities. On a daily basis money pours out of Camposol to the surrounding area and Mazarrón Town Hall, but it is almost impossible to identify any direct benefit to the owners, residents and long term renters of our Urbanización. The Association could establish collaboration with other Associations or Federations with a bigger territorial field of activity.&lt;br /&gt;&lt;br /&gt;Section 3 - Purpose&lt;br /&gt;&lt;br /&gt;The purposes of the Association are:&lt;br /&gt;&lt;br /&gt;    1. To promote through proper channels of publicity and general information, the      &lt;br /&gt;         interests and support of the residents of  Urbanizacion Camposol, The New     &lt;br /&gt;         Camposol Courier being the official news letter, which is under the sole&lt;br /&gt;         ownership and control of the Association.&lt;br /&gt;&lt;br /&gt;     2. To work to improve quality and conditions of life for residents of said&lt;br /&gt;         Urbanizacion.&lt;br /&gt;&lt;br /&gt;     3. To provide an environment for intellectual, cultural, scenic beauty, education,&lt;br /&gt;         health, civic excellence and social development.&lt;br /&gt;&lt;br /&gt;     4. To facilitate cooperation between residents, working with government agencies,&lt;br /&gt;         or any other institution to ensure that the needs and desires of the residents are&lt;br /&gt;         given full consideration.&lt;br /&gt;    5. To establish and maintain policies in order to improve social and economic&lt;br /&gt;         development of said area.&lt;br /&gt;&lt;br /&gt;     6. To encourage a sense of community pride through better community relations&lt;br /&gt;         and family participation on community issues.&lt;br /&gt;&lt;br /&gt;     7. To promote residents' activities and those of accepted groups which have their&lt;br /&gt;         functions in Urbanizacion Camposol.&lt;br /&gt;&lt;br /&gt;This Association is non-political, being independent of any political party, trade&lt;br /&gt;union, commercial group or religious association.&lt;br /&gt;&lt;br /&gt;Section 4 - Activities&lt;br /&gt;&lt;br /&gt;To the achievement of said purpose, different activities may be carried out, eg:&lt;br /&gt;Cultural, Social, Intellectual, Civic, etc.&lt;br /&gt;&lt;br /&gt;Section 5 - Social Address&lt;br /&gt;&lt;br /&gt;The Social Address is established as;   Calle Santiago de Compostela 9,&lt;br /&gt;Camposol A 648, Mazarrón 30875.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Any changes can be approved by the Committee.&lt;br /&gt;The membership must be informed at General Assembly meetings.&lt;br /&gt;Accounts, documents and other paperwork shall be kept in a safe place designated by the Committee.&lt;br /&gt;Chapter 2&lt;br /&gt;&lt;br /&gt;Membership&lt;br /&gt;&lt;br /&gt;Section 1 - Membership Requirement&lt;br /&gt;&lt;br /&gt;Membership of this Organisation must be available to any adults who own property&lt;br /&gt;in Urbanizacion Camposol, and who are in agreement with Association purposes and rules.&lt;br /&gt;The Committee may grant Honorary Memberships at its discretion to persons who are not owners of property on Urbanizacion Camposol.&lt;br /&gt;&lt;br /&gt;In the case of non-admittance of a person or persons as members by the Committee, a notice shall be given in writing, and they will have 10 days to claim against that resolution at Assembly, and if necessary take their claim to Ordinary Court.&lt;br /&gt;&lt;br /&gt;Section 2 - Removal of a Membership&lt;br /&gt;&lt;br /&gt;Membership can be rejected/withdrawn by one of the following:&lt;br /&gt;&lt;br /&gt;            1. By written declaration/application destined to the Committee.&lt;br /&gt;&lt;br /&gt;            2. By non-payment of Association Dues in the amount established by Assembly.&lt;br /&gt;&lt;br /&gt;            3. By commitment of actions which are against the Association Interest with the      agreement of Assembly. - The member to be informed by the Secretary and allowed           10 days to submit reasons for mediation.&lt;br /&gt;&lt;br /&gt;            4. By non-compliance to Membership obligations.&lt;br /&gt;&lt;br /&gt;            5. By representing the Association in purposes for which it was not intended.&lt;br /&gt;&lt;br /&gt;Section3 - Membership Privileges and Rights&lt;br /&gt;&lt;br /&gt;The Membership shall have the following privileges and rights:&lt;br /&gt;&lt;br /&gt;            1. To take part and vote at Assembly.&lt;br /&gt;&lt;br /&gt;            2. To be notified of any agreement adopted by Committee.&lt;br /&gt;&lt;br /&gt;            3. Be entitled to vote and stand as a candidate to the Committee.&lt;br /&gt;&lt;br /&gt;            4. To be notified of Agreements and outstanding business of the Association, the Committee and Association accounts at assembly meetings, by written reports in      the       New Camposol Courier and by verbal report accounts, etc. at Assembly meetings.&lt;br /&gt;&lt;br /&gt;            5. To make any suggestion to improve the Association and its' purposes.&lt;br /&gt;&lt;br /&gt;            6. To take part in any activity that the Association shall organise.&lt;br /&gt;&lt;br /&gt;            7. To have the right to be heard before any disciplinary action be adopted against                 him/her, and be informed of the facts which lead to disciplinary action being taken.&lt;br /&gt;&lt;br /&gt;            8. To oppose any agreement adopted by Assembly or Committee that is illegal under           Spanish Law and/or these standing Rules.&lt;br /&gt;&lt;br /&gt;Section 4 - Membership Obligations&lt;br /&gt;&lt;br /&gt;Membership's obligations are as follows:&lt;br /&gt;&lt;br /&gt;            1. To respect, accept and observe Standing Rules and Legal Agreements adopted by              the Committee or any Association's organs of government or representation.&lt;br /&gt;&lt;br /&gt;            2. To attend Assembly meetings and take part in Association activities.&lt;br /&gt;&lt;br /&gt;            3. To share Association purpose, and to transact the business and affairs of the&lt;br /&gt;                Association, and to contribute to improve the good name of the Association and&lt;br /&gt;                Urbanizacion Camposol in general.&lt;br /&gt;&lt;br /&gt;Chapter 3&lt;br /&gt;&lt;br /&gt;Governing Structure&lt;br /&gt;&lt;br /&gt;Section 1 - Assembly&lt;br /&gt;&lt;br /&gt;The Assembly is the highest institution in the Association, and is constituted by all memberships.&lt;br /&gt;&lt;br /&gt;Section 2 - Annual General Assembly&lt;br /&gt;&lt;br /&gt;General Ordinary Assembly shall meet by Chairman or Committee proposal, at least once a year.&lt;br /&gt;&lt;br /&gt;Assembly concern shall be as follows:&lt;br /&gt;&lt;br /&gt;          1.  Approve Committee administration.&lt;br /&gt;&lt;br /&gt;            2.  Examine and approve accounts.&lt;br /&gt;&lt;br /&gt;            3.  Agree activities and organization plans.&lt;br /&gt;&lt;br /&gt;            4.  Agree Committee membership's propositions.&lt;br /&gt;&lt;br /&gt;            5.  Elect Committee members as necessary.&lt;br /&gt;&lt;br /&gt;Section 3 - Extraordinary General Assembly&lt;br /&gt;&lt;br /&gt;Extraordinary General Assembly shall be held as many times as necessary, and may be called by the Committee, or by written petition of 10% of the membership; that petition must detail the meeting agenda. This Extraordinary General Assembly shall be held within 15 days from the announcement.&lt;br /&gt;&lt;br /&gt;Extraordinary Assembly concern shall be as follows.&lt;br /&gt;&lt;br /&gt;            1.  Modify the Standing Rules.&lt;br /&gt;           &lt;br /&gt;            2.  Dissolve the Association.&lt;br /&gt;&lt;br /&gt;            3.  Sell or transfer Association assets.&lt;br /&gt;&lt;br /&gt;          4.  Become a part of or constitute a Federation.&lt;br /&gt;&lt;br /&gt;            5.  Membership removal, proposed by Committee by punishable proceeding &lt;br /&gt;                 made by the Secretary and notified to Membership.&lt;br /&gt;Section 4 - Guide Meeting Rules&lt;br /&gt;&lt;br /&gt;General Assembly may be called giving 15 days notice. Notice of all meetings shall be published in The New Camposol Courier, including the meeting agenda, meeting time and place, and should also include a second meeting time should the need arise.&lt;br /&gt;A legally binding meeting of the Assembly shall be constituted initially with a minimum of 50 members present, failing this a second meeting can be re-scheduled after a half hour interval, with Chairman, Recording Secretary, and another three members present.&lt;br /&gt;&lt;br /&gt;Decisions shall require simple majority votes.&lt;br /&gt;&lt;br /&gt;Section 5 - Central Liaison Committee&lt;br /&gt;&lt;br /&gt;Without prejudice to the Assembly, Association shall have a Central Liaison Committee to represent and manage the Association. The Central Liaison Committee shall consist of:&lt;br /&gt;         &lt;br /&gt;          Chairman&lt;br /&gt;&lt;br /&gt;            Vice Chairman&lt;br /&gt;&lt;br /&gt;            Recording Secretary&lt;br /&gt;&lt;br /&gt;            Treasurer&lt;br /&gt;&lt;br /&gt;          Sub-committees may be created from time to time as deemed necessary by&lt;br /&gt;            the Central Liaison Committee constituted by any volunteers from the general&lt;br /&gt;            membership of the Association.&lt;br /&gt;&lt;br /&gt;All Committee members must be Association members, and the position shall attract no remuneration excepting for reimbursement of legitimate expenses, and shall be elected by Assembly for three year terms. All vacancies in elected positions could be provisionally covered by other Committee members with the exception of the Chairman who cannot assume any other position.&lt;br /&gt;&lt;br /&gt;Committee members can stand for re-election.&lt;br /&gt;&lt;br /&gt;Section 6 - Committee Guide Rules&lt;br /&gt;&lt;br /&gt;Committee shall meet according to guide plan approved by the Assembly, by Chairman calling it or three Committee members petitioning for it. Shall be constituted when majority numbers present, or can be re-scheduled after a half hour interval, with Chairman, Recording Secretary, and another three members.&lt;br /&gt;&lt;br /&gt;Agreements to be adopted by majority votes, and on tied affairs to be solved at the next meeting, or if extremely urgent by Chairman vote.&lt;br /&gt;Meetings shall be held monthly or with greater frequency as deemed necessary by the individual Committees.&lt;br /&gt;Section7 - Committee Duties&lt;br /&gt;&lt;br /&gt;Committee duties are:&lt;br /&gt;&lt;br /&gt;            1.  Promote and organise social activities.&lt;br /&gt;&lt;br /&gt;            2.  Follow economic and administrative management procedures.&lt;br /&gt;&lt;br /&gt;            3.  Carry out Assembly agreements.&lt;br /&gt;&lt;br /&gt;            4.  Make and propose on annual basis, to assembly a budget, accounts results,&lt;br /&gt;                 and record of activities (annual activities report).&lt;br /&gt;&lt;br /&gt;          5.  Propose an annual organisation and activities plan to Assembly.&lt;br /&gt;&lt;br /&gt;            6.  Resolve membership applications.&lt;br /&gt;&lt;br /&gt;            7.  Nominate people for special activities or commisions.&lt;br /&gt;&lt;br /&gt;            8.  Any other that is not an Assembly duty.&lt;br /&gt;&lt;br /&gt;Section 8 - Deleted&lt;br /&gt;&lt;br /&gt;Section 9 - Chairman&lt;br /&gt;&lt;br /&gt;Chairman duties are:&lt;br /&gt;&lt;br /&gt;            1.  Represent legally and officially the Association.&lt;br /&gt;&lt;br /&gt;            2.  Call, moderate and conclude Committee meetings.&lt;br /&gt;&lt;br /&gt;            3.  To observe and execute Assembly and Committee meetings.&lt;br /&gt;&lt;br /&gt;            4.  Authorise expenses and payments.&lt;br /&gt;&lt;br /&gt;            5.  Ensure that the membership observes Association purposes.&lt;br /&gt;&lt;br /&gt;            6.  To ensure that the Chairman's duties are carried out.&lt;br /&gt;&lt;br /&gt;          7.  To react to any urgent decisions that are compliant with the goodwill and               benefit of the Association and Urbanizacion Camposol, and to report such&lt;br /&gt;                 decisions to Committee as soon as possible.&lt;br /&gt;&lt;br /&gt;Chairman may be substituted by Vice-Chairman in case of illness or any other impossibility.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Section 10 - Vice-Chairman&lt;br /&gt;&lt;br /&gt;Vice-Chairman shall collaborate with Chairman on coordination of work to do, and representating Association, and shall substitute Chairman in case of illness or impossibility, and also any function that the Chairman delegates.&lt;br /&gt;&lt;br /&gt;Section 11 - Recording Secretary&lt;br /&gt;&lt;br /&gt;Recording Secretary shall take care of administration work of Association. His/her duties are:&lt;br /&gt;            1.  Record keeping; Association shall have accurate and complete records of&lt;br /&gt;                 all meetings, except book accounting (see Treasurers duties).&lt;br /&gt;&lt;br /&gt;            2.  Report minutes of each Committee and Assembly meeting, and keep all&lt;br /&gt;                 Committee correspondence.&lt;br /&gt;&lt;br /&gt;            3.  Produce signed copies of minutes of all meetings, with Chairman approval.&lt;br /&gt;&lt;br /&gt;            4.  Produce the annual Association report.&lt;br /&gt;&lt;br /&gt;            5.  Keep membership records.&lt;br /&gt;&lt;br /&gt;          6.  Call Assembly or Committee meetings requested by the Chairman, and&lt;br /&gt;                 send all communications to members.&lt;br /&gt;&lt;br /&gt;            7.  Any other function of a normal Secretary.&lt;br /&gt;&lt;br /&gt;Secretary can be substituted by a Vice-Secretary, if one exists, or any other member of the Committee, in case of illness or any other impossibility.&lt;br /&gt;&lt;br /&gt;Section 12 - Treasurer&lt;br /&gt;&lt;br /&gt;Treasurer shall take care of all economic areas in the Association. His/her duties are:&lt;br /&gt;&lt;br /&gt;            1.  Collect and keep Association funds. To help with this duty a bank account shall be     opened, signatories shall be the Chairman, the Treasurer, the Secretary and the Vice-          Chairman, at least two of the above will be required as signatories to any transaction.&lt;br /&gt;           &lt;br /&gt;            2.  Make payments and debt collection, with Chairman's approval.&lt;br /&gt;&lt;br /&gt;            3.  Keep account books, Association financial records and budget application.&lt;br /&gt;&lt;br /&gt;            4.  Shall prepare and submit to Assembly, a budget proposal for Association's&lt;br /&gt;                 ensuing fiscal year. The Committee shall approve the budget proposal.&lt;br /&gt;&lt;br /&gt;          5.  Keep book accounting, with incomes, expenses and results. Every three                  months he/she shall submit these accounts to Committee.&lt;br /&gt;            6.  Any other function of  normal Treasurer.&lt;br /&gt;Section 13 - Committee Members&lt;br /&gt;&lt;br /&gt;Committee members shall coordinate work groups from different areas and poligonos.  They will outline resident's queries at Committee,  make proposals and vote final resolutions at Committee.&lt;br /&gt;&lt;br /&gt;They can also carry out specific duties designated by Chairman or Committee.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Chapter 4&lt;br /&gt;&lt;br /&gt;Administration, Financial Resources, Financial Structure&lt;br /&gt;&lt;br /&gt;Section 1 - Constitution Funds&lt;br /&gt;&lt;br /&gt;Funds on the Association at the constitution moment are 69 Euros.&lt;br /&gt;&lt;br /&gt;Section 2 - Economic Resources&lt;br /&gt;&lt;br /&gt;Economic resources or ways to be obtained are:&lt;br /&gt;&lt;br /&gt;            1.  Donations from anybody&lt;br /&gt;&lt;br /&gt;            2.  Celebration of different activities such as Barbecues, Social events, Raffles etc.&lt;br /&gt;&lt;br /&gt;            3.  Produce, publish and sell monthly or weekly magazine.&lt;br /&gt;&lt;br /&gt;Any profit obtained in this way must be used within the Association.&lt;br /&gt;&lt;br /&gt;Section 3 - Documents, Books and Records&lt;br /&gt;&lt;br /&gt;Association should keep the following documents, books and records.&lt;br /&gt;&lt;br /&gt;●      1.  Membership Records.&lt;br /&gt;&lt;br /&gt;●      2.  Official accounts books that show the real financial situation of the Association.&lt;br /&gt;&lt;br /&gt;●      3.  Record of all activities.&lt;br /&gt;&lt;br /&gt;●      4.  Book of properties and assets.&lt;br /&gt;&lt;br /&gt;●      5. Interpreter&lt;br /&gt;           Joyce Stewart        Member&lt;br /&gt;&lt;br /&gt;The meeting began at 1pm.&lt;br /&gt;&lt;br /&gt;1)  Updates on letters handed in on 19/06/08 from:&lt;br /&gt;     Mssrs. Fenneberg C-1, Wood D-12, Rickets C-15 and Bass D-24.&lt;br /&gt;&lt;br /&gt;2)   Updates on inspections requested by Mssrs. Casschioli D-23 and McNeiff D-23.&lt;br /&gt;&lt;br /&gt;    Daniel said that Sr. Ferrer the architect is dealing with all these and he will be producing a schedule of work which should be available next week. A copy of the schedule will be sent to the CRA committee as soon as it is ready.&lt;br /&gt;                               -------------------------------------------------&lt;br /&gt;3) Lack of  Escrituras D-22.&lt;br /&gt;   &lt;br /&gt;    Daniel explained that the lack of escrituras was because there had been no building licences issued for the houses in question, due to problems with the planning department at the Town Hall. These problems have now been solved. Masa have paid the fees for licences due to the Council, and the CRA has a copy of the receipt. The houses are now licenced, the paperwork will go through the necessary official channels, none of which are under Masa's control, and the escrituras will follow.&lt;br /&gt;                                -------------------------------------------------&lt;br /&gt;4) New letters of complaint.&lt;br /&gt;&lt;br /&gt;    Letters from Mssrs. Wood C-1, Boulton D-23, Crawford D-23, Marsden C-15,&lt;br /&gt;Notley D-23, McDonald C/l Santiago de Compestelas, and Potgeiter D-32 were given to Daniel. He will pass these on to Sr. Ferrer for his attention. Subject to his reports they will be added to the work schedule.&lt;br /&gt;                                --------------------------------------------------&lt;br /&gt;5) Streetlights B-8+9.&lt;br /&gt;    We reported the complaint that most of the streets on these two poligonos have had no streetlighting for the last three years. While this meeting was in progress the lighting was being checked and Daniel spoke to Miguel who was doing the checking.&lt;br /&gt;He reported that all the lights are in working order, although some not switched on.&lt;br /&gt; Since this meeting at least one of these streets now has working lights.&lt;br /&gt;   Several residents have queried recently received bills for streetlighting. It seems that Masa is no longer willing to pick up the bills for lighting the interior streets of the poligonos.&lt;br /&gt;                            --------------------------------------------------------------&lt;br /&gt;&lt;br /&gt;6) Lack of Street Signs on Sector B.&lt;br /&gt;   &lt;br /&gt;    We told Daniel of the recent problem experienced by a resident on Sector B where the man had a heart attack and the ambulance was delayed because the driver couldn't find the house due to there being no street nameplates.We said that while in this case the man survived his attack, the next victim may not be so lucky and asked  why, when Sector B has been occupied for six years, there are still no nameplates.&lt;br /&gt;     Daniel said that the promotor (in our case Masa) does not name the streets, it is the local council who are responsible for naming the streets and also for putting up the signs. This matter has been on the agenda in his talks with the Council and he has been told by them that the signs have been ordered and should be in place soon.&lt;br /&gt;                          -------------------------------------------------------------&lt;br /&gt;7)  The new P.A.U. (Urban Plan).&lt;br /&gt;    &lt;br /&gt;       Resulting from talks with Cllr. Galvez it was known that a modification to the P.A.U. relating to Camposol is under discussion, and we asked for any further information that Daniel could give us.&lt;br /&gt;     Daniel produced a map explaining that the modification has been asked for by the Confederación Hidrológica del Seguro and refers to Sector D. If the modified Plan is approved a new "rambla" will be created around the far perimeter of D. The Confederación believes this new rambla would take the surface water which runs down the mountains in times of heavy rain, around and away from D and into the Aznares Rambla thus solving the water related problems in the area.&lt;br /&gt;     He expects a decision to be made in September, and if the Plan is approved then Masa will be expected to bear the costs of construction.&lt;br /&gt;&lt;br /&gt;    Roy then asked Daniel about the "green areas" on Sector A saying that while some trees had been planted and edges of footpaths laid, could anything more be expected as they still appeared to be incomplete.&lt;br /&gt;    Daniel reminded that he had told us at a meeting early this year that he, at that time, expected the Council to take over A 'imminently'. This has obviously not happened and the green areas are one of the issues the council are giving as reason for their non-takeover. If you wish to attend the meeting, and are not yet a CRA member, you can join. There may also be an opportunity to join on the morning of the A.G.M. between 10-ooam and 10-45. Charity stalls would be sited on the precinct of Sector B Commercial Centre. The Camposol Residents Association and PALS would take responsibility for organising the sale. The private security firm AM/PM, who protect over 250 residences and business on Camposol would administer the sale. No one would be allowed to park up overnight on the car parks, or to arrive on pitches before 8am. No food stalls or new goods stalls would be allowed. As you can see, they (or their head office) have ignored numerous requests from us over a very long period of time,to settle the debt. Thus, the letter has gone to head office (in Spanish of course), as The &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_0"&gt;CRA&lt;/span&gt; has now taken the view that because of our status as a non-profit-making charity, we will name and shame (not to mention chase) advertisers who consistently fail to honour their debts. &lt;/span&gt;&lt;/em&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;em&gt;&lt;span style="font-size:130%;color:#993300;"&gt;As an aside, a large white van arrived outside the shop, ON MONDAY ( BANK HOLIDAY) 9th June and  stripped out all fixtures and fittings.
