Minutes of the 24th Committee meeting:
The Chairman reviewed the minutes of the 24th meeting:
Minutes were accepted as a true record with no amendments,
Proposed by Max Minter, seconded by Barry Cooper,

Masa meeting 16th October: Agenda
The Agenda for the next Masa meeting due to be held on Tuesday 16th October was agreed by the committee as follows:
1. Update on inspection of the 8 properties left out of the work schedule for repairs to properties on D7 and the inspection of 1 property on C14
2. Update on progress of the issuing of Abril 28 Licences
3. File of Miscellaneous problems from other areas of Camposol to be submitted to Daniel Bascunana for consideration
4. Cleaning and Maintenance of Commercial Centres Sectors A & B
5. Alternative Access to Sectors B, C & D
6. Escrituras B4 and B5
Action: Mary Cooper to send agenda to Joaquin for interpretation and forwarding to Masa. Brian Tokely is next committee member on the rota to attend this meeting
Matters Arising:
Chairman’s Statement: The chairman expressed concern that committee workloads all seem to be falling on the same shoulders, this includes duties at the post room and supporting events etc. Roy asked that all committee members do there bit otherwise we will not achieve our goals.

Street Lighting:
Masa have stated that a new power station is being built by Iberdrola to serve Camposol and surrounding areas.
10th October:
This situation has slightly improved in that some Callés that have been without lights for the past eighteen months now have lights. A Survey of the current situation is now complete. This will be posted at the Town Hall with a covering letter for the attention of the Mayor.
Roy Pugh extended his thanks to those volunteers who kindly gave up their time to carry out this survey on behalf of the C.R.A
ACTION: Roy Pugh to deliver the completed survey along with the covering letter to the Town Hall. Carried Forward

Subsidence D7:
10th October:
Work has started as per the schedule submitted to the committee at the last Masa meeting. Each house owner has been visited by representatives from Masa where the intended work has been discussed. It is expected that weather permitting this work should be completed by the end of March.
Some eight houses have not been included in the schedule as the Architect could not gain access to the properties to carry out a full inspection. It has been agreed that a survey of these properties will be arranged as soon as possible, progress to be sought at the next meeting with Masa.
A survey of one property on C 14 was also agreed however to date this survey has not taken place again this will be raised at the next meeting with Masa.
The CRA Lawyer Joaquin Ataz Ruiz is to contact the Sociadad de Agua to request an independent survey of the area.

Alternative Access to Camposol:
Access into Camposol and exit to the new motorway were discussed, concerns have been raised that the road shown on published motorway plans to take traffic ‘off’ Camposol has been omitted.
Currently ‘off’ traffic is being routed in front of B Sector Commercial Centre, no explanation of why this has happened has been forthcoming and nothing has been published of any future alternative plans.
The road leading from the motorway at the back of the commercial centre is ‘One Way’ routing incoming traffic to the dual Carriageway, however many motorists are ignoring ‘No Entry’ signs at this point therefore increasing the already dangerous situation for traffic leaving Camposol and pedestrians using the B Sector Commercial Centre.
Illegal parking on the road in front of the B Sector Commercial Centre is also a cause for concern.
A letter asking for advice has been delivered to the Town Hall for the attention of the Mayor.
Joaquin Ataz Ruiz, CRA Lawyer has agreed to contact, the Mazarron Town Hall, the Motorway Construction Company and Masa to ascertain where responsibility lies in order to try and resolve this problem.
10th October:
Do date the Mayor has not replied to our letter. This subject is carried forward to both the next meeting with Masa and the next meeting with the Mayor.

Ambulance Station:
No further progress. Carried forward to next meeting with the Mayor

Landscaping of open areas – What is Planned for Camposol?

Touristico Properties:
An article was placed in the Costa Almeria News on Friday 14th September which included a statement from the Mayor of Mazarron, as follows.
When asked about the possibility of reclassifying the affected properties. Sr. Blaya said it would be practically impossible to do. Sr Blaya said: “Spanish law stipulates that in any urbanisation certain percentages of constructions have to be given over to specific uses. I can’t change the law.” A lawyer contacted by the newspaper confirmed Sr. Blaya’s comments saying, that the reclassification of the houses would be “extremely difficult to do” and the council was under no obligation to do so.
The CRA Lawyer Joaquin Ataz Ruiz, (who specialises in Spanish Planning Laws) has been tasked, by the CRA, with conducting the necessary research required to prove that this is merely down to a change in the law. In his opinion this is simply a political decision that can be taken by the Mayor and the Mazarron Town Council who only have to have the will to do so. Additionally due to the timing of the said law and it’s implementation within Camposol the council is obliged to do so.
10th October
Irache reported to the committee that the Plan Partial for the next 10 years is in the first stages of reading she added that any citizen has a right to object to the plans set down if they so wish.
After some discussion it was agreed by the committee that it would be prudent to compose a letter to the Town Council to urge them to re submit the plans for Camposol as Residential only instead of what came to light in January of this year being a mixture of both Residential and Touristico.
Especially as every house owner who purchased from Masa bought Residential homes NOT Touristico.
Additional to the above a second letter will also be composed the purpose of which will be to enable all home owners on Camposol to make their own personal objection on this subject to the Town Hall.
Proposed by Mary Cooper and seconded by Tony Butler, carried unanimously be the remainder of the committee.
Action: Irache to compose the two letters in both Spanish and English. Once these are to hand the committee will ensure that wherever possible everyone who wishes to exercise their rights on this subject has the opportunity to do so.

Lawyers Report:
The Lawyers Report is completed and will be interpreted into English by the end of October. It was agreed that once the committee have possession of this a dedicated committee meeting would be held to discuss the contents. A copy of the report will then be registered at the Town Hall for the attention of the Mayor and a copy will be sent to Masa for the attention of Daniel Bascunana, Power of Attorney for Masa.

Fund Raising:
The Bonus Ball for October is now complete and profits of €192

10th October:
Max Minter submitted a proposed programme of events for the first 4 months of 2008 these were approved by the committee, proposed by Tony Butler and seconded by Barry Cooper, unanimously carried by the remainder of the committee.

Action: Max Minter to advertise future events on the Telmicro Information Channel
The New Camposol Courier: Have sponsored a Quiz Night to be held at El Tardio on 30th October, Rathnait asked if the committee would enter a team for this event. Money raised at this event will be split between the C.R.A Lawyers Fund and the Pals Ambulance Appeal.

Mazarron Town Hall Web Site:
The CRA have been invited to post news items on the Mazarron Town Hall Web Site. The Chair stated that he was not sure what ‘news’ items were expected, the committee agreed it was necessary to discuss this subject further in the next meeting with the Mayor’

Land Registry:
Roy Pugh reported that a house owner had visited the Land Registry Office to enquire if his property was recorded on the Land Register and was told that according to their records he did not own the land his villa has been built on. Irache commented that in theory this is also the case for the majority of house owners on Camposol. This registration cannot take place until a property is fully completed and the Certificate of Habitacion has been issued. At the present time all houses on Camposol are classed as being ‘Under Construction’.
The Committee expressed concern over this as there could be further tax implications involved. Roy asked if a letter could be sent to the CRA Lawyers asking for guidance and advice on what the implications to the house owner are.
10th October
Comments from CRA Lawyers. To be registered on the Land Registry it is necessary to have a ‘public deed’ (by notary). A property cannot be registered if it is not documented as a public deed. Having looked at most of the purchases in Camposol these were done by what is called a ‘private contract’ foreseeing the future signing of the deed. To secure this Masa should be asked to grant the public deeds. If these were granted then the new ‘ownership’ would be registered with the Land Registry.
Having said this each case is unique and should be analysed on it’s own merits.

New Camposol Courier – Editorial Committee:
It was agreed that the editorial committee for the New Camposol Courier should amount to four members and would be shared between volunteers and committee members:
Proposed members so far are Mary Cooper (CRA) Judith Butler (Volunteer) Two more members will be invited to join.
Brought Forward A.O.B from 23rd meeting
Brian Tokely reported that he had been requested by Jaqueline Galvez to clarify the position regarding Post Boxes for Sectors B, C & D.
It appears that confusion has arisen between Masa and the Town Hall reference the requirements put forward to each party by the CRA.
Brian said clarification is required as to whether the requirement is for one building to house post boxes for ALL sectors or a separate building for each one.
The Committee stated that the original request put forward to both parties by the CRA asked for separate buildings to be provided, one for each sector, similar to that which has been provided for sector A .
It was also stressed, that Brian should make it clear to the Town Hall, that ANY postal system that is supplied must be the responsibility of and the service provided officially by the Correos from a purpose built office situated on Camposol.
25th September : Brian Tokely reported that he has relayed this information to Jaqueline Galvez who asked that the CRA submit the above in writing to both Masa and the Town Hall to clear up any misunderstandings. The committee agreed to do this.
10th October Roy Pugh has composed a letter to the Mayor this has been translated into Spanish one copy will be delivered to the Town Hall for the attention of the Mayor and another copy will at the request of the Mayor be given to Daniel Bascunana at the next Masa meeting Tuesday 16th October – Subject now Closed.
