We as a committee admire their dedication and drive over the last twelve months or more to put this together, I have also heard they are already talking about repeating it again next year, we wish them well. This was applauded warmly by the CRA members present.&lt;br /&gt;&lt;br /&gt;Greg continued. Today’s agenda, as published, covers a lot of areas but I am sure that you will find everything of great interest and informative. Because the agenda is wide, so that I can be as factual as possible, I will be using quite detailed notes, and at times to ensure the meeting remains within the boundaries that we have set I may well have to call a stop to some discussions that wander off of the point. So that remarks do not become personal could you please direct all remarks through the chair. A full set of my notes with additions as necessary will be published on our website and on the notice board from tomorrow.&lt;br /&gt;&lt;br /&gt;My next task this morning is to introduce your new committee which you recently voted in.&lt;br /&gt;&lt;br /&gt;I think most people now know me, but for those that don’t my name is Greg Green and I am your Chairman.&lt;br /&gt;Sitting next to me are:&lt;br /&gt;Jane Walters – Deputy Chairperson.&lt;br /&gt;Joyce Stewart – Treasurer&lt;br /&gt;Mary Cooper – Secretary&lt;br /&gt;Les Crook – Membership Secretary&lt;br /&gt;Also with us on the table I would like you to welcome Senor Fernando Del Canto and José Manuel Diaz Montes who will speak to you later.&lt;br /&gt;The remainder of the committee are:&lt;br /&gt;Mick Drummond : Communications Secretary (Website &amp; Newsletters)&lt;br /&gt;John Daw – Fund Raising &amp; Social Secretary&lt;br /&gt;Tom Carpenter - Fund Raising &amp; Social Secretary&lt;br /&gt;Geoff Nastri – With his Italian Mafia background we call him the CRA enforcer.&lt;br /&gt;&lt;br /&gt;I would also at this point like to give recognition to two other groups of people working behind the scenes of the CRA. The first is a small group who come together and write letters and assist with our agreed lobbying activities. The other group is some ladies who I am sure most of you have been harassed by at some time or other, who spend their time in Rumours Post Room every afternoon selling raffle tickets for our weekly meat draw which as you will hear later provides money to cover any expenses that we may have.&lt;br /&gt;&lt;br /&gt;I have one final thank you and that is to the owners of Rumours for allowing us the use of their facilities this morning free of charge. We have been criticised in the past for supporting Masa by using the hotel for meetings. In future we will be revolving our meetings around Rumours, Kinnelly’s &amp; The Trevi Bar who have all offered their facilities free of charge.&lt;br /&gt;&lt;br /&gt;Let me now move on to the Chairman’s Annual Report. Well the 10 months since the last AGM we held in August 2008 has certainly seen some changes.&lt;br /&gt; &lt;br /&gt;In October we at last saw the publishing of the Garrigues Report.  A lot has been said about this report but for €8,400 it has proven to give exceptional value for money. I have attended many meetings since its publication and it has been quoted many times by the Mayor, Jacqueline Galvez, Masa, lawyers, the media and many times by committee members of the CRA. I have never known it to be factually challenged and it has formed a sound base for many of our policy decisions.&lt;br /&gt;&lt;br /&gt;We have called two EGMs each attended by over 300 members. The second of these was followed by a demonstration in front of the town hall when even with conservative estimates there were 500 people there. As you will hear later I’m sure that this will not be the last demonstration we have. The first was good humoured, the next will still be good humoured but much louder.&lt;br /&gt;&lt;br /&gt;We were instrumental in organising the Camposol clean-up campaign. This has over the last 7 months expanded in to a great success story with the D Sector community group being formed and arranging not only clean ups but also landscaping areas with funds gained through social events and bucket collections. At the same time this project has created a great community spirit. This has now been followed by A Sector and C Sector and partially on B Sector. I say thank you and well done to everyone involved. I would also like to acknowledge the input from Zoe &amp; Lawrence of Simply Networking for their assistance in many of these schemes, also the various companies who have sponsored the planting of the roundabouts. As you will hear in a minute there are also other projects in hand.&lt;br /&gt;&lt;br /&gt;In the middle of March we had to call an early election for the voting in of a new committee. This was necessary due to the resignations of both the Chairman and Deputy Chairman due to ill health and also because two other committee members moved back to the UK. I have previously done this publicly during the last EGM but I would like to once again thank Roy Pugh, the retiring Chairman and Brian Tokely, the retiring Vice Chairman, for all the effort and work they had put in to the CRA over the previous years. I should also like to pass on thanks to Ken Richardson, Rathnait Mullen and Erache Merino for the work they put in on behalf of the CRA.&lt;br /&gt;&lt;br /&gt;The one disappointing thing about the election was the number of people who voted. It should have been much higher and I would like to make this point. I  attended a meeting with Mary some two weeks ago in Mojacar organised by AULAN a pressure group to support the Prior family, who I’m sure many of you saw on television having their house demolished, and many others like them in Almeria. There were many other pressure groups there from Malaga in the South to Valencia in the North who is fighting against the land grab laws. The biggest message for me from this meeting was that “Apathy is not an option”. We have to mobilise and fight our cause. The evidence in Spain shows that if we don’t do this for ourselves in Camposol then no one else will. That means casting our vote in every election and supporting every meeting and demonstration.  It also means getting inside the local political systems and applying the pressure you have by using your votes.&lt;br /&gt;&lt;br /&gt;One other area of concern over the last 9 months, especially for those involved, has been the lack of advancement on the subject of escrituras for those polygonos without them. We know the reason why these are not available it is because Masa have not built certain polygonos in line with the original plan parcial. We know the solution is the passing of the revised plan parcial which should have been signed off by all parties last October. We are told that this revised plan is delayed by the Confederacion Hidragrafico in Murcia. We have been given the name of the man in Murcia who is responsible for signing the plan off and have been asked by the Mayor if we can help.  That is amazing in itself!! We are currently awaiting an appointment with Senor Fransisco Rosello of the Confederacion Hidrafico to try to find out exactly what the delay is. Once we get this we will update all of those involved about the situation.&lt;br /&gt;&lt;br /&gt;Well what else has your committee been up to since the election?&lt;br /&gt; &lt;br /&gt;• We have been very active attending meetings with several groups of lawyers. This will be discussed later on.&lt;br /&gt;• We have promoted the issues on Camposol through local and UK press, the local Spanish press and local Spanish Radio &amp; Television.&lt;br /&gt;• We have hosted visits by several political and media parties on a tour of Camposol highlighting the many problems we face. I think I am safe in saying that they were all shocked at the situation that some homeowners have to live in. If you saw the condition of some of these villas them I’m sure you would all understand why I say “apathy is not an option”.&lt;br /&gt;• We have attended meetings such as that in Mojacar representing Camposol and the CRA.&lt;br /&gt;• We have had meetings with the Mayor and Councillor Jacqueline Galvez. All of these have been reported on the website and on our notice board.&lt;br /&gt;• Through the lobby group we have had meetings and put forward a lobbying plan soon to be published.&lt;br /&gt;• We have now got our own premises in the shape of the CRA Cabin. Not ideal but soon to change as we will soon be taking up a permanent position in the Mapfre office. The cabin will remain in place for the present time and used for notices etc...&lt;br /&gt;• After a request from members we are in the process of establishing a remembrance garden which will provide a peaceful area for reflection and remembrance.&lt;br /&gt;• We have negotiated with Inside Out for the construction of two permanent bins areas to be built opposite the commercial area on sector B. This will take the bins off of the road, tidy up the area and hopefully make it a more pleasant environment to visit. This work is about to start this week.&lt;br /&gt;• With the sponsorship of Mercers we have created a new Respect Camposol leaflet. This is not intended to lay down the law or put rules and regulations in to place but rather to act as a reminder to everyone who lives here or just visits of how we can make life in Camposol that little more enjoyable. We have printed 5,000 of these leaflets. Hopefully you all have a copy which was placed on your chair.&lt;br /&gt;• Just two weeks ago we took the cases of many of our members with problems villas to the President of the Murcia Consumer Association and his legal team. They are very interested in taking our case on and we are waiting their proposals.&lt;br /&gt;• Within the next two weeks we will have a new updated website at www.cracamposol.com. This will be much improved from the old website at www.thenewcamposolcourier.com and will include a forum where discussions on all issues concerning our members will take place. &lt;br /&gt;• We have also been busy putting together the long awaited discount scheme. This will be talked about by Jane in a few minutes and I think that you will be very pleased at what benefits will become available to you as fully re-registered members of the CRA.&lt;br /&gt;&lt;br /&gt;To conclude my Chairman’s Report I would like to say that trying to get anything resolved in Spain is a long, painful, drawn out and often frustrating process. We all need to understand this and show patience. I understand that this can be difficult but we must stay united and remember “Apathy is not an option”.&lt;br /&gt;&lt;br /&gt;I would now like to hand you over to Joyce who will give you an update on the current financial situation within the CRA.&lt;br /&gt; &lt;br /&gt;Joyce Stewart, CRA Treasurer: &lt;br /&gt;As those of you who follow the minutes will already know, the CRA has 2 bank accounts.&lt;br /&gt;&lt;br /&gt;The General Account is held at Cajamurcia Bank.&lt;br /&gt;&lt;br /&gt;The only income to this account is from the weekly raffle, and this money is used to cover running costs and any projects agreed by the committee should other sponsorship not be forthcoming.&lt;br /&gt;&lt;br /&gt;The committee has agreed that the balance in this account should generally not be less than 500€ to allow for emergency situations.&lt;br /&gt;&lt;br /&gt;The Balance of this account stands today €821.52&lt;br /&gt;&lt;br /&gt;Currently we have  €610 cash in hand.&lt;br /&gt;&lt;br /&gt;The Lawyers Fund Account is held in La Caixa Bank.&lt;br /&gt;&lt;br /&gt;On the day of the EGM in February the balance stood €4,383•08&lt;br /&gt;&lt;br /&gt;The collections tub on the day, after expenses, raised €225.00&lt;br /&gt;&lt;br /&gt;Since then the Bonus Ball  run for us by Val and Bob and donated goods sold at  a boot sale by Mary Pugh –Roy’s wife have raised €950.00&lt;br /&gt;&lt;br /&gt;Re-Registrations and Donations have raised€11,720.27&lt;br /&gt;&lt;br /&gt;The bank has kindly charged 9€ for their services giving a balance today of &lt;br /&gt;€ 17,269.35&lt;br /&gt;&lt;br /&gt;The current bank statements are here to be seen by anyone who wishes to, and I’ll be happy to answer any questions after the meeting.&lt;br /&gt;&lt;br /&gt;Finally, on behalf of the committee, can I ask you all to show your appreciation of Val and Bob who run the Bonus Ball to benefit the Lawyers Fund, and of Ros, Roisin and Sue our raffle ticket sellers, without their help the general fund wouldn’t be as healthy as it is. They all do an excellent job in what are difficult times for all of us.&lt;br /&gt;&lt;br /&gt;Greg Green: The next section of the AGM is designed for the committee to layout its ideas of the way forward and will also give you an opportunity to ask questions and share your views. As I mentioned earlier please keep your questions and points within the subject being discussed at any time.&lt;br /&gt;&lt;br /&gt;Firstly I am going to hand over to Les to take us through the current membership and re-registration of members as we stand today. &lt;br /&gt;&lt;br /&gt;Les Crook, Membership Secretary: The current number of members on the register 1997&lt;br /&gt;Of these members there are 520 new and re-registered members who have paid the agreed €10 administration fee which goes straight to the Lawyers fund.&lt;br /&gt;Unfortunately only 337 of these are re-registrations”&lt;br /&gt;&lt;br /&gt;Greg Green: As you can see we are now left with a problem. At the last EGM it was proposed from the floor that all members re-register and pay a 10 Euro admin fee.  As Les said we currently have about 520 members under the re-register scheme who have each paid 10 Euros. Only about 337 of these are actual re-registrations the rest being new members. This leaves some 1400 other members who have not re-registered.  I now want to put this situation out to the floor and get your reaction on how you wish to proceed with this process.&lt;br /&gt;&lt;br /&gt;Some discussion took place on this subject some of which were:&lt;br /&gt;&lt;br /&gt;Lesley, “there are many holiday homes near to where I live and I feel that it is up to permanent residents to ensure when these homeowners do visit that we as members speak with them and encourage them to re-register their membership, is it possible that people could pay their dues by direct debit?”&lt;br /&gt;&lt;br /&gt;Greg Green, “we could look into this for the future”&lt;br /&gt;&lt;br /&gt;Pauline, “it is very important that we build a membership and pay a yearly fee, could we put some leaflets in the post room etc? We are all fed up and we all live here and the fee should be paid individually, not per house?”&lt;br /&gt;&lt;br /&gt;Stan, “I agree in part with Pauline and suggest that we do a mail shot to those who have not re-registered asking them to re-register by return of mail”&lt;br /&gt;&lt;br /&gt;Greg Green: “Yes, a good idea but unfortunately the original membership register did not have details of UK addresses which is one of the things that we are including in the new register along with email addresses”&lt;br /&gt;&lt;br /&gt;Alan, “may I suggest that if members hear of people who are returning to the UK to live, there are a few in my area, then we must be responsible for passing their details to the CRA so they can be removed from the register”&lt;br /&gt;&lt;br /&gt;Richard, “why not put an article in the Journal with a copy of the registration form for those who wish to fill in at home and return?”&lt;br /&gt;&lt;br /&gt;Greg Green, “a good idea we will look into this. What is your general view about yearly fees? Does anyone have any further views?”&lt;br /&gt;&lt;br /&gt;Gordon, “annual fees are what give you a good idea of actual numbers, we must have yearly fees”&lt;br /&gt;&lt;br /&gt;Brian, “I think a low yearly fee might be acceptable then leave it up to the individual to decide if they have had value for money and to make their individual donation accordingly”&lt;br /&gt;&lt;br /&gt;Further discussion took place and it was suggested that all members who have re-registered for this year will not have to pay again until March 2010, if by this time there are still members who have not re-registered then they should be removed as members. Those members who have re-registered should have the privilege of the various benefits on offer to CRA members. It was also suggested that poligono reps. should be recruited to help boost membership and to keep members informed of what is going on.&lt;br /&gt; &lt;br /&gt;Greg Green asked the floor to show their support, or not, for the charging of yearly fees. A fee of €10 would be charged to each individual and not per house, the membership year would run from March to March and dues must be fully paid by the 1st of June each year. It was also requested that a reminder of the above should be published each year.&lt;br /&gt;&lt;br /&gt;Proposer, Peter Mendham – Seconded, Stan Long agreed by the majority present with the exception of 3 who were against the proposal.&lt;br /&gt;  &lt;br /&gt;Camposol Residents Association – Standing Rules: Reference the above agreement the following details will be added to Chapter 2 of the Camposol Residents Association Standing Rules under Membership Obligations.&lt;br /&gt;&lt;br /&gt;4. To pay annual Association Dues in the amount established by Assembly.&lt;br /&gt;(A membership year will run from March – March and dues must be paid in full by 1st of June each year)&lt;br /&gt;  &lt;br /&gt;Greg Green: As a member of an association the size of the CRA there has to be benefits to be gained. One of these is the buying power that numbers can buy. We have been contacted many times by local firms wishing to offer our members a good deal on their products. To deal with each one individually would have taken huge administration resources which we don’t have. So that we can all benefit from this situation we have decided to start a discount scheme listing all local businesses who will give some kind of benefit to you for just being a member of the CRA. To outline this benefit I am going to hand over to Jane.&lt;br /&gt;&lt;br /&gt;Jane Walters, Vice Chairperson The discount scheme comes in 2 parts, part one being commercial businesses and part two being community projects or for want of a better word community gains.&lt;br /&gt;&lt;br /&gt;The CRA have approached and been approached by a number of businesses within the area that feel they can offer members a discount. These businesses are listed on our notice board. To name a few such as A1 Excavate &amp; Build, the Calida Group Alarms systems etc and as an association we feel that the more businesses that take part in this scheme the more we as a community benefit.&lt;br /&gt;&lt;br /&gt;Due to the man power of the CRA we have encouraged each business to negotiate their own individual discount for the CRA consumer group which can be obtained on request. &lt;br /&gt;The Second part to the scheme is more of a community welfare gain aiding everyone from young to old.&lt;br /&gt;&lt;br /&gt;The ICA medical centre based on sector B2 has offered their hall facilities for various community groups. The hall/ under build is a good size with good access and will benefit many of the gardening groups for meetings etc. The scouts and brownies will be taking advantage of these facilities from August.&lt;br /&gt;&lt;br /&gt;This hall will be managed and booked through the CRA, all enquiries to a committee member please.&lt;br /&gt;&lt;br /&gt;In addition to this the ICA has offered a discount on their GP and Nurse medical care, this entails unlimited visits to the Doctor and Nurse each month for only €15, of which €2 goes to the CRA for further fund raising.&lt;br /&gt; &lt;br /&gt;This offer is organised and will be monitored by ICA Medicas.&lt;br /&gt;&lt;br /&gt;For both schemes your membership card with valid ID must be produced.&lt;br /&gt;&lt;br /&gt;Any further questions/information can be gained after this meeting or will be available from the CRA office at our usual opening times. &lt;br /&gt;&lt;br /&gt;Greg Green: The way forward in regards of proposed legal action.&lt;br /&gt;&lt;br /&gt;This section can be broken down in to two parts:&lt;br /&gt;&lt;br /&gt;1. The completion of Camposol by Masa in line with the approved plans and the acceptance of all sectors of Camposol by the Council.&lt;br /&gt;2. The second is the legalisation of all of your properties so that you have full escrituras (deeds), signed architects reports, licences for all extra work completed by Abril 28, certificates of habitacion and your 10 year guarantee.&lt;br /&gt;&lt;br /&gt;In the last EGM you unanimously agreed to raise up to 84,000 Euros with the intention of taking legal action against the council to force Masa to complete Camposol. As you have heard we have to date collected just over 17,000 Euros. It was originally agreed that we could not start legal action until we had security of the full amount in the bank. As this has obviously not happened as quickly as we would have liked we have been back to the lawyers and they have agreed to break the procedure down in to financially manageable stages. The first stage, as agreed in the original plan, was for a meeting with our lawyers to be held with the Mayor and his legal team to negotiate a plan to get Masa to finish Camposol and get it taken over by the Council in a reasonable period of time. The Council would be informed that if they did not agree to this way forward then further legal action would be taken against them. The lawyers would proceed with this process up to the point of further legal action if required for a payment of 11,000 Euros. There would be a down payment of 6,000 Euros with the remaining 5,000 Euros being paid at the end of this stage.&lt;br /&gt;&lt;br /&gt;To undertake this process it is not possible for the action to be taken in the name of the CRA, it must be in the names of individual villa owners. A class action would be started in the names of those who volunteer with the lawyers acting in one action for all. The aim is to put the council in a position of legal responsibility by showing that legally they have allowed us to live here and that can be proven by the issuing of deeds and accepting of taxes.&lt;br /&gt;&lt;br /&gt;If you volunteered what would be expected of you.&lt;br /&gt;&lt;br /&gt;a. You would need to provide copies of your escrituras and any paper work issued by the council such as licences, IBI, car tax &amp; utility bills.&lt;br /&gt;b. You would need to give the lawyers power of attorney to act in this case ONLY on your behalf.&lt;br /&gt;&lt;br /&gt;How many volunteers do we need?  The more the better!&lt;br /&gt;&lt;br /&gt;Currently we have just a handful of volunteers who have come forward. What I want to do now is to get your views and for you to say how you wish the committee to proceed or not proceed with this process.&lt;br /&gt; &lt;br /&gt;The chair asked for a show of hands of those who are willing to volunteer to put their paperwork etc. forward, there was a good response.&lt;br /&gt;&lt;br /&gt;Further discussion took place and questions were asked regarding the responsibilities that would be applied to volunteers, it was explained that anyone who volunteered would do so at no risk monetary or otherwise to themselves as the legal fund would cover all costs.&lt;br /&gt;&lt;br /&gt;The general consensus of opinion was that the CRA must continue to take legal action and that we need to raise our profile with more demonstrations outside of the Town Hall, we have to stand up and be counted! Reference was made to the action that took place around the stopping of the postal system and the instant action taken by the Correos.&lt;br /&gt;&lt;br /&gt; A proposal to continue to take legal action was put forward by Lesley Dunton and was seconded by Winston Stott, this proposal was agreed and carried by the majority with the exception of one member.&lt;br /&gt;&lt;br /&gt;Greg Green: stated that this discussion on this subject was now finished. But if members wanted to know more and are willing to volunteer they should hand in their details at the end of the meeting and the CRA will arrange another meeting, with the lawyers present, as soon as possible to give out more information.&lt;br /&gt;&lt;br /&gt;Greg reminded the membership once again that, “Apathy is not an option”. This affects us all.&lt;br /&gt;&lt;br /&gt;Greg Green: As mentioned earlier the second part of the legal situation is the legalisation of all of your properties so that you have full escrituras (deeds), signed architects reports, licences for all extra work completed by Abril 28, the 10 year guarantee and certificates of habitacion.&lt;br /&gt;&lt;br /&gt;Some two months ago I had a meeting with Gerard from Mercers who were obviously trying to sell properties on Camposol. Unfortunately in most cases it was impossible to sell a house due to one or more of the documents mentioned not being available. Mercers decided, as all of these documents came through Masa, that the legal route was not an option to most people. It was expensive, takes too long and even if you get a judgement against Masa they were likely to appeal or even ignore the findings.&lt;br /&gt;They decided to contact a legal company called Konsilia from the Costa Del Sol. This company have great experience in these matters and rather than litigate against the developer, as their name indicates, they prefer to conciliate between the developer and the owner to come to a beneficial conclusion to both parties. I have had several meetings with Konsilia and I know they have had several meetings with the legal team from Masa.&lt;br /&gt;&lt;br /&gt;The CRA committee would like to offer this option as a solution to getting their members villas fully legalised. It is an option you have open to you. You all have differing situations. When you have the details the choice is yours and yours alone. There is no financial gain in any way for the CRA.&lt;br /&gt;&lt;br /&gt;I would like to hand you over now to Fernando Del Canto who is a Spanish Abagado is also a UK Barrister, he will explain the options available to you.&lt;br /&gt;&lt;br /&gt;Fernando Del Canto: gave a presentation to the members on the details of what services are available through his company for individuals to allow them to legalise their properties. Fernando explained that one to one meetings will be set up over the next few weeks and  interested parties were invited to speak with him and his colleague after the meeting.&lt;br /&gt;&lt;br /&gt;Fernando also re-iterated to the meeting on the subject of the legal action being taken by the CRA  that it is a must!&lt;br /&gt;&lt;br /&gt;Greg Green: Regarding the Sector A Homeowners Committee. Over the last 3 months Mary and I have attended a meeting with Chairman of the A Sect Homeowners Committee and one of its members. We requested that, as we have a common purpose, their committee have regular meetings with the CRA and agree to the CRA playing a full part in the negotiations with the Council in the takeover of Sector A and subsequently the rest of Camposol.&lt;br /&gt;&lt;br /&gt;Some weeks later the ASHC wrote back to us saying that they were willing to have regular ‘informal’ meetings with the CRA to exchange views but fell short of allowing the CRA to be part of the takeover process.&lt;br /&gt;&lt;br /&gt;The fact that they have agreed to regular meetings is a step forward but we know many of our members, some of those living on Sector A, are not happy with allowing the ASHC to negotiate a takeover with the Council which will directly impact on the whole of Camposol when the remaining sectors are taken over.&lt;br /&gt;&lt;br /&gt;Without doubt in their own opinion and in the eyes of the council ASHC are the only party able to represent A Sector in the negotiations. Although they try to distance themselves from the word ‘Entity’ they have evolved from the original Entity commmittee which is still legally in place. That said over the last few months many concerns have been raised about the ASHC. Some of these are as follows:&lt;br /&gt;&lt;br /&gt;1. The ASHC only have one person voted in by the homeowners on sector A. The rest have been handpicked and given places on the committee. This is not democratic.&lt;br /&gt;&lt;br /&gt;2. The statute of the Entity demands an AGM be held every 12 months. Not one in the last 3 years has been called. This is not only against their own rules but also not democratic. The committee apparently use the excuse that a referendum was held to keep what was the original committee in place until the immanent takeover by the council. That was nearly two years ago and there is still no sign of any takeover by the council?&lt;br /&gt;&lt;br /&gt;3.  The ASHC have talked of a watered down entity. What does that mean? What exactly will the homeowners be expected to pay for. Who will administer this system and who will be accountable to the homeowners.&lt;br /&gt;&lt;br /&gt;4. It is known that the Entity are already in debt. Money is owed to the original administrator and lawyer. How much is owed? Who is going to pay it? Are the original administrator and lawyer still under contract to the Entity. If not who dismissed them. The rules of the entity say that this can only be done by the members vote in an AGM or EGM!!!&lt;br /&gt;&lt;br /&gt;We on the CRA committee are happy to meet with the ASHC but if they remain unelected, undemocratic and questionably illegal then, on behalf of our members living on A Sector, we demand that they call an immediate AGM to answer all of the points above to all of the homeowners of A sector. We also request they reconsider their position of excluding the remainder of Camposol from their negotiations with the council about the takeover.&lt;br /&gt;&lt;br /&gt;A proposal that the above should be taken forward was put forward by Stan Long and seconded by Peter Mendham, this action was agreed unanimously by the remainder of the members present.&lt;br /&gt;&lt;br /&gt;Greg Green: Members proposals. I have two members’ proposals received by 22nd June which are therefore eligible for discussion at this meeting. Can I call on Mr Sears to stand up and introduce his proposal.&lt;br /&gt;&lt;br /&gt;Mr Sears put a proposal forward that residents should refuse to pay IBI bills which he felt were due to be applied to properties on his sector in the near future.&lt;br /&gt;&lt;br /&gt;Greg Green: The CRA cannot encourage any illegal action. You will have to pay eventually with fines which will be added to your house deeds if not paid. This is for individuals to make themselves”.&lt;br /&gt;&lt;br /&gt;Greg then called on Mr R Sutton who lives on Camposol Sector A to put forward his proposal. As Mr Sutton was not present at the meeting Greg read his letter out to the meeting, the subject of which was to take action against Flights Fantastic who carry out stunt flying over the urbanisation.&lt;br /&gt;&lt;br /&gt;Greg Green: stated that “The CRA believe this needs an individual approach initially as a denuncia to the police by Mr Sutton with a question as to the legality. Should the meeting decide to start a petition then we need Mr Sutton and others to help”&lt;br /&gt;The unanimous decision from the floor about this proposed action was that this action should be dismissed.&lt;br /&gt;&lt;br /&gt;Greg Green, then closed the meeting and said can I please remind you all that&lt;br /&gt; “Apathy is not an option”.By being here today you have demonstrated that you care. GG stated that if meetings had been held then little had been agreed as currently Masa were undertaking no work on Camposol. JG agreed that there was an impasse and she hoped that there would be action after the meeting on the 23rd June.&lt;br /&gt;&lt;br /&gt;2. &lt;strong&gt;Habitacion Certificates :&lt;/strong&gt; GG asked what was the situation with Habitacion Certificates after the Mayor had stated that they had been issued to A Sector during the last meeting with him. JG confirmed that 466 certificates for Sector A had been handed over to Masa sometime ago and there was no reason why they shouldn’t have been handed over to the homeowners concerned. She would try to get an answer at the meeting planned for 23rd June. The remaining certificates for A Sector were due to be issued after the infrastructure was completed to the standards required.&lt;br /&gt;&lt;br /&gt;3. &lt;strong&gt;Situation With Revised Plan Parcial B, C &amp; D Sectors :&lt;/strong&gt; JG stated that they were no further forward with getting the Revised Plan Parcial signed off as it was still in Murcia with the Confederacion Hidrografica awaiting approval. GG said that he was waiting for confirmation of a meeting to be held with Fransico Rosello, the head of La Confederacion Hidrografica,  to find out why they were delaying this important document. GG also reiterated to JG that the completion of this document was having sometimes tragic effect on owners on some poligonos who because they had no escrituras found it impossible to sell their villas.&lt;br /&gt; &lt;br /&gt;4. &lt;strong&gt;Local Bus Service :&lt;/strong&gt; After the agreement of stops for this new service at our last meeting JG said that she had actually travelled the route with the gentleman proposing to run this service and he had said that he was worried that the service wouldn’t be profitable because of under use. He has agreed to run a trial service to confirm profitability and JG will get more information as to when this is likely to be. GG said that this needed to be soon as the holiday period was now in full swing.&lt;br /&gt;&lt;br /&gt;5. &lt;strong&gt;School Bus Service to Mazarron :&lt;/strong&gt; GG asked for an update on the previous CRA request that the school bus service to Mazarron be extended to pick up from sector D. Currently some kids are  having to walk 2 to 3 kilometres to catch the bus at Marianos. JG stated that she had spoken with the education department but had not received a reply. She agreed to follow this up.&lt;br /&gt;&lt;br /&gt;6. &lt;strong&gt;Pharmacy Licence Application :&lt;/strong&gt; As was stated in previous meetings the licence for the pharmacy has been issued but no application for a premise licence to the council has been applied for. MD stated that if possible the prospective owner should be contacted and convinced of the benefits to be had on opening a pharmacy on Camposol before the Medical Centre opens.&lt;br /&gt;&lt;br /&gt;7. &lt;strong&gt;Medical Centre Update :&lt;/strong&gt; JG stated that although the building work which is the responsibility of the Council is well on time she had doubts that the Centre would be open during 2009. This was based on a similar centre in the Port which although constructed on time has been delayed for sometime by the Murcia Regional Health Authority taking its time on fitting out and recruiting staff to man the Centre.&lt;br /&gt;&lt;br /&gt;8. &lt;strong&gt;Correos Update :&lt;/strong&gt; The Camposol Correos will open on 1st July 2009. This good news was followed by a discussion about postal deliveries on Camposol. JG said that there would never be a door step delivery service on Camposol but she had previously spoken with the head of Correos who said that it would be possible to get deliveries to individual  post boxes located on each poligono. GG said that a full scale discussion needed to take place on Camposol to decide on what the community wanted.&lt;br /&gt;&lt;br /&gt;9. &lt;strong&gt;Bin Collections :&lt;/strong&gt; GG stated that now we are nearly in the peak holiday season the bin collection service needed to be increased. JG agreed to speak with the department concerned but also stated that the collection service for B, C &amp; D was the responsibility of Masa and although they were receiving money through water bills they were not paying that to the council for the services provided. GG thanked JG for the council help with this and hoped that the extra collections could be supplied.&lt;br /&gt; &lt;br /&gt;10. &lt;strong&gt;Invitation to AGM :&lt;/strong&gt; GG invited JG to attend the upcoming CRA AGM to be held on  29th June 2009. JG thanked GG for the invitation but informed him that unfortunately  due to staff holidays in her business she would not be able to attend.&lt;br /&gt;&lt;br /&gt;The meeting was closed at 1215pm and it was agreed to hold another meeting in about a months time. The minutes of the previous meeting have been reviewed and accepted as a true record.&lt;br /&gt;Proposed: Les Crook seconded Joyce Stewart carried unanimously &lt;br /&gt;&lt;br /&gt;2. Finances: The General Fund is held in an account at Cajamurcia this account covers the general running expenses of the CRA which includes stationery, printing of the CRA newsletter and telephone bills. The only regular source of income for this account is from the Weekly Meat Draw Raffle. Current Balance €821, money in hand €360.&lt;br /&gt;&lt;br /&gt;It was proposed by Les Crook and seconded by Mick Drummond that the CRA General Fund balance should never fall below €500 – agreed unanimously&lt;br /&gt;&lt;br /&gt;The Lawyers fund is held in an account at La Caixa. All donations, registration fees and profit from the Monthly Bonus Ball are paid into this account.&lt;br /&gt;The Lawyers Fund account balance currently stands at €16,563.&lt;br /&gt; &lt;br /&gt;3. Membership Register &amp; Re-registration: It was proposed and passed by members at the last EGM that all members of the CRA re-register membership in order to clarify the current details held and to allow the CRA to gather more comprehensive contact details for each member. It was also proposed and passed that an administration fee of €10 per member should be charged, this money along with all other donations to be deposited into the Lawyers Fund account.&lt;br /&gt;&lt;br /&gt;Members should be assured that these details will not be shared with any other parties but will be used by the CRA to form a register for the future and to ensure greater communications.&lt;br /&gt;&lt;br /&gt;Update 15th June: The design for new-look membership cards has been agreed by the committee.&lt;br /&gt;&lt;br /&gt;Action: Greg Green will submit the new design to La Red Solutions (agents for Mapfre) who are to sponsor production of the new cards.&lt;br /&gt; &lt;br /&gt;4. CRA Website:  The committee agreed that the new-look website domain name would be CRAcamposol. The new website will also have a facility to hold a forum where members can submit views/share information etc.&lt;br /&gt;&lt;br /&gt;Update 15th June: Greg Green reported that the cost for the new web site will be approx. €650.&lt;br /&gt;&lt;br /&gt;It was proposed by Mick Drummond that this cost should be accepted by the committee and that the web site should go ahead, seconded by Les Crook agreed by the remainder of the committee with the exception of two committee members who abstained.&lt;br /&gt;&lt;br /&gt;The new website will be funded from the CRA General Fund not the Legal Fund&lt;br /&gt;Action: Greg Green, Mick Drummond to arrange a meeting with the website provider to agree the design of the site and the final details.&lt;br /&gt;&lt;br /&gt;5. Annual General Meeting (AGM): The date for the 2009 AGM is Monday 29th June at 11am and will take place in the function room at Rumours Bar Sector B Commercial Centre.&lt;br /&gt;&lt;br /&gt;Members who wish to raise items for the AGM agenda must submit them in writing to the CRA committee before Monday 22nd June.&lt;br /&gt;&lt;br /&gt;The AGM agenda has been agreed by the committee and published.&lt;br /&gt;Flyers advertising the event are to be produced and distributed.&lt;br /&gt;&lt;br /&gt;Name badges for the committee will also be prepared.&lt;br /&gt;&lt;br /&gt;The AGM working party will meet on Monday 22nd June at 5pm, Neptuno 2, to finalise the meeting details.&lt;br /&gt;&lt;br /&gt;Actions: Mary Cooper to purchase name badge holders&lt;br /&gt;Mick Drummond to prepare name badges&lt;br /&gt;Joyce Stewart to produce advertising handouts&lt;br /&gt;Les Crook, Mary Cooper, John Daw, Jane Walters and Greg Green to attend AGM working party meeting.&lt;br /&gt;&lt;br /&gt;6. Remembrance Garden: &lt;br /&gt;An initial meeting has been held with Tony Smith, English Funeral Director, Mick Drummond and Mary Cooper, CRA Liaison Committee, reference sponsorship for the Camposol Remembrance Garden.&lt;br /&gt;&lt;br /&gt;The following points were discussed:&lt;br /&gt;Location: The Garden will be situated on the ground near the dual Carriageway on B Sector.&lt;br /&gt;&lt;br /&gt;Project Plan: Mick Drummond is project manager and will put together a project plan&lt;br /&gt;Design: Mick Drummond has produced the design for the garden, this has been approved by the committee.&lt;br /&gt;&lt;br /&gt;Sponsorship: A1 Construction has agreed to clear the site, we are very grateful to them for this.&lt;br /&gt;&lt;br /&gt;Mick Drummond will ask volunteers to help prepare the area and will seek sponsorship from local builders for the materials and to give their time to build the Remembrance Wall.&lt;br /&gt;&lt;br /&gt;We are happy to report that The English Funeral Director will promote the area through his business and will work alongside the CRA and other sponsors. Tony has agreed to gather information on the various types of plaque available, the engraving and the costs involved.&lt;br /&gt;&lt;br /&gt;Mary Cooper is responsible for looking into more sponsorship as the project progresses I.E. Garden materials, benches, maintenance etc.&lt;br /&gt;&lt;br /&gt;It was agreed by all present that this has to be tastefully done with an area being created where people will want to go and meditate quietly.&lt;br /&gt;&lt;br /&gt;The CRA will police the area once it has been completed and it was agreed that strict guidelines will have to be put into place to protect the area on-going.&lt;br /&gt;&lt;br /&gt;Les Crook reported that the local Scouts and Girl Guides have expressed an interest in helping to keep the area clean and tidy.&lt;br /&gt;&lt;br /&gt;7. Rubbish Bins – B Commercial Centre: These bins are situated in the road opposite the B Commercial Centre the CRA have received many complaints from residents relating to the safety issues surrounding them.&lt;br /&gt;&lt;br /&gt;The chairman suggested that we try and find a sponsor for this project and this was agreed unanimously by the remainder of the committee.&lt;br /&gt; &lt;br /&gt;Action: Greg Green to find a sponsor for the project&lt;br /&gt;&lt;br /&gt;Update 15th June: Greg Green reported that Inside Out a local company have kindly agreed to provide sponsorship for the construction of these areas and will provide the materials for one of them the CRA will fund the materials for the second, this work will start directly after the Camposol Fiesta.&lt;br /&gt;&lt;br /&gt;8. Sector A Homeowners Committee / CRA: Following our recent letter to Frans Permentier, Chairman Sector A Homeowners Committee, Greg Green reported that he had received a reply stating that their ‘contact with the CRA should remain on an informal basis with periodic informal meetings to exchange information and listen to each others’ points of view’.&lt;br /&gt;&lt;br /&gt;The CRA committee welcomed this positive response and look forward to building a closer relationship between the two parties.&lt;br /&gt;&lt;br /&gt;9. Legislation of Houses on Camposol: Greg Green reported that he had attended a meeting with Mercers and a conciliation company Konsilia who have offered a service to CRA members who wish to legalise their properties. Further details of this service and the various costs involved will be announced at the AGM.&lt;br /&gt;&lt;br /&gt;10. New Location for CRA Desk: Mapfre have kindly offered the CRA desk space within their offices based on Camposol sector B commercial centre. The committee accepted this very kind offer and it was agreed that use of this area will start from the first Monday in July.&lt;br /&gt;&lt;br /&gt;The cabin situated on ground opposite the commercial centre will be retained for future use and to house the CRA Notice Board.&lt;br /&gt;&lt;br /&gt;11. Meeting with Councillor Galvez: A meeting has been arranged with Concillor Galvez, this will take place on Monday 22nd June at 10am. Items to be discussed include, Council/Masa relationship, Habitacion Certificates, Plan Partial, Local Bus Services, Pharmacy, Medical Centre and Correos.&lt;br /&gt; &lt;br /&gt;Committee members attending, Greg Green, Tom Carpenter and Mick Drummond.&lt;br /&gt;&lt;br /&gt;12. The minutes of the previous meeting have been reviewed and accepted as a true record.&lt;br /&gt;Proposed: Joyce Stewart, seconded Geoff Nastri carried unanimously &lt;br /&gt;&lt;br /&gt;2. Finances: The General Fund is held in an account at Cajamurcia this account covers the general running expenses of the CRA which includes stationery, printing of the CRA newsletter and telephone bills. The only regular source of income for this account is from the Weekly Meat Draw Raffle. Current Balance €1227.03&lt;br /&gt;&lt;br /&gt;The Lawyers fund is held in an account at La Caixa. All donations, registration fees and profit from the Monthly Bonus Ball are paid into this account.&lt;br /&gt;The Lawyers Fund account balance currently stands at €16,028.&lt;br /&gt;To Date: Donations: €5,695  and  Re-registrations: €4710&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;3. Membership Register &amp; Re-registration: It was proposed and passed by members at the last EGM that all members of the CRA re-register membership in order to clarify the current details held and to allow the CRA to gather more comprehensive contact details for each member. It was also proposed and passed that an administration fee of €10 per member should be charged, this money along with all other donations to be deposited into the Lawyers Fund account.&lt;br /&gt;Members should be assured that these details will not be shared with any other parties but will be used by the CRA to form a register for the future and to ensure greater communications.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Update - 1st June:  The committee agreed that re-registrations will be on going and we urge existing members who have not already re-registered to come forward and register their details with us.&lt;br /&gt;&lt;br /&gt;New Membership Cards: Mapfre/la Red Solutions have offered to sponsor new membership cards, the committee agreed that the CRA should have a logo, once this has been designed Greg Green will request that Mapfre go ahead with the production of the new cards.&lt;br /&gt;These cards will be given to new members on registration and will be distributed to all members who have re-registered with the CRA.&lt;br /&gt;&lt;br /&gt;Discount Scheme: Jane Walters reported that there are to date in excess of 15 companies who are willing to offer discounts on goods and services to CRA members. &lt;br /&gt;The above mentioned discount scheme will start once the new membership cards have been issued.&lt;br /&gt;However, it must be understood that this will be an additional benefit to registered/re-registered members and should not be confused as the only reason to be a member of the CRA. &lt;br /&gt;Action: Greg Green/Jane Walters&lt;br /&gt;&lt;br /&gt;4. CRA Website:  The committee agreed that the new-look website domain name would be CRAcamposol. The new website will also have a facility to hold a forum where members can submit views/share information etc. &lt;br /&gt;Action: Greg Green, Jane Walters, Mick Drummond&lt;br /&gt;&lt;br /&gt;5. Annual General Meeting (AGM): The date for the 2009 AGM has been changed as all committee members would not be available to attend on the previously agreed date. The new date for this meeting is Monday 29th June at 11am and will take place in the function room at Rumours Bar Sector B Commercial Centre.&lt;br /&gt;Members can raise items for the agenda of this meeting the content of which should be communicated for consideration by the committee before Monday 22nd June.&lt;br /&gt;Jane Walters will arrange for banners and posters to be prepared to advertise this event.&lt;br /&gt;A separate working party will meet to discuss the agenda for the AGM, Greg Green, Mary Cooper, Les Crook, Jane Walters, John Daw, the first meeting for this will take place at Neptuno 2, B3 at 6pm Monday 8th June&lt;br /&gt;Action: Jane Walters&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;6. Remembrance Garden: A1 Excavation has agreed to clear the site free of charge and work will start on the garden.&lt;br /&gt;Volunteers are required to help, if you would like to help with this please put your name forward to a member of the committee.&lt;br /&gt;Mick Drummond will oversee this project with the support of the CRA Committee. Mary Cooper will endeavour to seek sponsorship for the creation and upkeep of the site once completed.&lt;br /&gt;Action: Mick Drummond/Mary Cooper&lt;br /&gt;&lt;br /&gt;7. Rubbish Bins – B Commercial Centre: These bins are situated in the road opposite the B Commercial Centre the CRA have received many complaints from residents relating to the safety issues surrounding them.&lt;br /&gt;It was proposed by Joyce Stewart and seconded by Jane Walters, that the CRA pay from the general fund, for a hard standing for these bins to take them off the road. The chairman suggested that we try and find a sponsor for this project and this was agreed unanimously by the remainder of the committee. Greg Green will endeavour to find a sponsor.&lt;br /&gt;Action: Greg Green&lt;br /&gt;&lt;br /&gt;8. Sector A Committee: Following an informal meeting, on the 21st April,  between the Chairman and Secretary of the CRA and the Chairman and one committee member of the Sector A Committee, where collaboration between the two groups was discussed. The CRA received  a letter from the Sector A Chairman documenting the following points that were raised by the CRA:&lt;br /&gt;- Having the same strategy&lt;br /&gt;- Sharing the same interests&lt;br /&gt;- CRA attending Sector A meetings with the Mayor of Mazarron&lt;br /&gt;- CRA being part of the eventual negotiations between the Council and Sector A Committee relating to the adoption of Sector A&lt;br /&gt;The letter stated that the above points would be discussed during the next A Committee meeting following which their response would be confirmed to the CRA either in writing or verbally.&lt;br /&gt;To date the CRA have not received a response in writing, or verbally, Greg Green asked Mary Cooper to write a letter to the Sector A Chairman asking for an update.&lt;br /&gt;Action: Mary Cooper&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;9. Camposol Fiesta Car Draw: It was agreed by the committee that the CRA purchase a ticket for the Camposol Fiestas car draw, if the ticket wins the car will be sold on and the money will be put into CRA Funds.&lt;br /&gt;Proposed by Tom Carpenter and seconded by Les Crook, carried unanimously by the remainder of the Committee.&lt;br /&gt;Action: Joyce Stewart&lt;br /&gt;&lt;br /&gt;10. Respect Camposol: The CRA have put together a poster asking residents to RESPECT Camposol, Mercers have agreed to sponsor the production of this leaflet which will be displayed in and around Camposol.&lt;br /&gt;Action: Greg Green&lt;br /&gt;&lt;br /&gt;11. Lobby Group: Greg Green had a meeting with the Lobby Group where it was agreed that individuals should start to lobby their local and Euro MP’s in the UK and Local and Regional Government offices in Spain. A sample letter for each will be composed stating the various points that should be covered in a personal letter describing the problems we are experiencing on Camposol and asking for assistance.  &lt;br /&gt;&lt;br /&gt;12. The meeting was also attended by :&lt;br /&gt;&lt;br /&gt;AUAN, Almanzora Valley &lt;br /&gt;AUN (Abusos Urbanisticos – No) who were the original pressure group formed against the land grab activities in the Valencia Region and who were instrumental in the writing of the Auken Report by the Petitions Committee in the European Parliament.&lt;br /&gt;Levante Sostenible (An ecological group)&lt;br /&gt;Ecologistas  En Accion (Almeria)&lt;br /&gt;Grupo Ecologista Mediterraneo&lt;br /&gt;David Hammerstein – European Member of Parliament (Green Party)&lt;br /&gt;Sean O’Curneen Canas – Euro Candidate for the Spanish Centro Democratico Liberal&lt;br /&gt; &lt;br /&gt;There were also representatives from other housing associations in Malaga, Bedar, Cantoria and Murcia.&lt;br /&gt;&lt;br /&gt;There were also well over 150 home owners from the Almeria Region present. Many of those present have lived in their properties for several years and were now under threat of demolition from the Almeria Regional Government policy. Many had no electricity or running water.&lt;br /&gt;&lt;br /&gt;The meeting started with a video showing the demolition of Mr &amp; Mrs Priors villa which was well published on UK television and papers. Mr &amp; Mrs Prior are still fighting for compensation and are currently living in their garage which although without electricity is legal!!! Both were at the meeting.&lt;br /&gt;&lt;br /&gt;This was followed by lively debate on a 10 point plan prepared for the meeting and covering everything from illegal builds, water and electricity supply to dealing with local &amp; regional government.&lt;br /&gt; &lt;br /&gt;The Spanish ecological groups were very much in favour of resolving problems before building work even started but were realistic enough to realise that you could not blame the purchaser for the illegal builds.&lt;br /&gt;&lt;br /&gt;The overpowering message was that “apathy is not an option”. Success comes from uniting as a group and getting involved within local politics to use the power that we have in our numbers. The translation of this letter is as follows :&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;&lt;em&gt;Dear Director of the “Voz  de Mazarrón” newspaper,&lt;br /&gt;&lt;br /&gt;Just a few days ago, the web page of Mazarron town hall, reported  the news that the Mayor of Mazarron had had a meeting with residents of Camposol.  According to this source, the purpose of the  meeting was to congratulate the excellence of the  management  team.&lt;br /&gt;&lt;br /&gt;So you can appreciate that this is the case, the first item on the agenda was the marvellous progress made by the work taking place on the health centre in Camposol.  About this health centre there is nothing to say and nothing to complain about, so the residents came altogether in unity to congratulate the Mayor and the councillor responsible in person.&lt;br /&gt;&lt;br /&gt;The second point in the agenda, was the excellent works of the municipal government  in starting the new postal service in Camposol which will delight the residents and will be at least as marvellous as the afore mentioned health centre.&lt;br /&gt;&lt;br /&gt;To complete the picture of congratulations, the residents of Camposol  showed their unanimous agreement with the proposed change of location of the Plaza de Abastos de Mazarron.  Surprisingly, they used the exact same words as the town hall publicity machinery since they decided to move it.&lt;br /&gt;&lt;br /&gt;According to the municipal web site, the residents of Camposol do not just approve but are jumping with joy  with the efforts and achievements of the municipal government team, so much so  that they feel they have to go in person to congratulate and to cheer.&lt;br /&gt;&lt;br /&gt;Well, allow me to remind this magnificient management team, that these residents were not exactly jumping with joy only one month ago,  when they demonstrated at the doors of the town hall, to bring their plight to the attention of the Mayor. The minutes of the previous meeting have been reviewed and accepted as a true record.&lt;br /&gt;Proposed: Geoff Nastri, seconded Joyce Stewart carried unanimously &lt;br /&gt;&lt;br /&gt;2. Finances: The General Fund is held in an account at Cajamurcia this account covers the general running expenses of the CRA which includes stationery, printing of the CRA newsletter and telephone bills. The only regular source of income for this account is from the Weekly Meat Draw Raffle. Current Balance €856.32&lt;br /&gt;&lt;br /&gt;The Lawyers fund is held in an account at La Caixa. All donations, registration fees and profit from the Monthly Bonus Ball are paid into this account.&lt;br /&gt;The Lawyers Fund account balance currently stands at €15,653.&lt;br /&gt;It was proposed  by Geoff Nastri and seconded by John Dawe that the Treasurer would find out whether there are other types of accounts available that would accrue more interest for the Lawyers Fund.&lt;br /&gt;Action: Joyce Stewart&lt;br /&gt; &lt;br /&gt;3. Membership Register &amp; Re-registration: It was proposed and passed by members at the last EGM that all members of the CRA re-register membership in order to clarify the current details held and to allow the CRA to gather more comprehensive contact details for each member. It was also agreed that an administration fee of €10 per member would be charged, this money along with all other donations to be deposited into the Lawyers Fund account.&lt;br /&gt;Members should be assured that these details will not be shared with any other parties but will be used by the CRA to ensure greater communications.&lt;br /&gt;With the above in mind Les Crook put forward a proposal for the above wording to be added to the membership form, seconded by Joyce Stewart and carried by all.&lt;br /&gt;Action: completed&lt;br /&gt;&lt;br /&gt;To encourage more members to re-register their details the committee discussed various ways this might be achieved, it was suggested that the committee could make use of telephone numbers from the current register to remind members that re-registration is taking place.&lt;br /&gt;Action: Greg Green is to supply a list of telephone numbers to Geoff Nastri who will begin this exercise.&lt;br /&gt;&lt;br /&gt;Additional to the above initiatives it was proposed that local businesses be approached to ask them to join a discount scheme, Jane reported that a number of local companies have already offered to discount goods/services etc. on the production of a CRA membership card, this subject will be pursued by Jane and if the scheme is considered to be viable it will be adopted. &lt;br /&gt;Action Jane Walters - Carried forward to the next meeting&lt;br /&gt;&lt;br /&gt;However, it must be understood that this will be an additional benefit to registered members and should not be confused as the only reason membership cards are issued, it is a requirement that a members register is in place which is the sole reason why we request members register their details with us. &lt;br /&gt;&lt;br /&gt;4. CRA Website: Mick Drummond has agreed to take over the management of the CRA website, it was suggested that this should be renamed to better reflect the Camposol Residents Association, &lt;br /&gt;Greg and Jane will meet to discuss the changes necessary and to put together details for the newsletter. It was agreed that the newsletter would be printed in local magazines, Simply Networking Website, CRA Website and will be emailed to all registered members email addresses.&lt;br /&gt;Action:Greg Green, Jane Walters, Mick Drummond&lt;br /&gt;&lt;br /&gt;5. Legal Action: Following the recent meeting with the Town Hall the committee had a meeting with the CRA Lawyers to it was agreed that the Lawyers request a meeting with the Mayor and the Town Planning Department  to start formal negotiations for the completion of Camposol as per the Plan Partial. The Lawyers explained that this action could not be taken in the name of the CRA as an Association but should be taken in the names of individuals or a group of individuals, a class action. However this action can be co-ordinated by the CRA as we have a mandate from our members to take this forward.&lt;br /&gt;Power of Attorney has to be granted to the Lawyers through a Notary in order for them to start the legal process.&lt;br /&gt;Proposal: The CRA on behalf of the membership will prepare the necessary paperwork from a group of individuals to initiate the previously proposed action as per documented by our Lawyers and presented and agreed by our members at the last EGM. A copy of the Lawyers proposal is attached to these minutes for reference.&lt;br /&gt;Proposed by John Dawe and seconded by Mary Cooper carried unanimously by the remainder of the committee.&lt;br /&gt;  &lt;br /&gt;To complete this process it will be necessary for each individual to produce copies of their Escritura, NIE, Passport, Utility bills, Car Tax bills and IBI bills, these will present proof that we are not only living on Camposol but are also paying our local taxes. It will also be necessary for these individuals to sign the authority for the Notary to grant the application for Power of Attorney. Once complete the Lawyers will have the authority to act on their behalf. &lt;br /&gt;&lt;br /&gt;To prepare the paperwork, arrange for Power of Attorney and to complete the first stage of legal action, as detailed in the attached document, a total cost of €11,000 is required, a down payment of €6000 initially followed by final costs of €5000 on completion of this first stage. These costs will be met in full by the Lawyers Fund.&lt;br /&gt;&lt;br /&gt;6. Annual General Meeting (AGM): The Committee agreed that the Camposol Residents Association AGM will be held on 21st July 2009 at 11am, Venue to be confirmed.&lt;br /&gt;&lt;br /&gt;7. Remembrance Garden: After many requests a remembrance garden will be erected on the waste ground alongside the main carriageway on sector B, opposite the Mercers office, Jane Walters will co-ordinate this action.&lt;br /&gt;Action: Jane Walters&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;8. Any Other Business - actions from previous meeting:&lt;br /&gt;&lt;br /&gt;a) Mick Drummond raised the question of rubbish bins on Camposol, reiterated by Les Crook. There is a definite problem with some of the waste bins on D sector as indeed there is in other sectors of the urbanisation in that certain bins are used over their capacity and others are not.&lt;br /&gt;Mary Cooper stated that one reason for this is that residents often take their rubbish in their car and deposit it to bins on the main carriageways as they go out, consequently some bins are regularly overloaded and others are never used to capacity. The outcome of this is that when these ’over used’ bins are full rubbish is being dumped at the side rather than the depositor finding an alternative. Unfortunately this type of problem has come about as a consequence of the situation Camposol finds itself in due to the lack of any type of governing body being put into place to enforce rules and regulations. &lt;br /&gt;The committee agreed that the current situation is not acceptable and Mick asked what the CRA were going to do about it. &lt;br /&gt;The Chairman commented that this problem has been raised many times and although residents of the affected areas have had meetings to address the situation and agreed solutions there are still those who will ignore what is agreed and continue to exercise bad practise. &lt;br /&gt;Mick asked who was responsible for emptying and supplying the bins, the chairman said ‘Masa is responsible’&lt;br /&gt;After some discussion it was agreed that the Chairman would write a letter to Masa stating that the current situation is not acceptable and asking them to come up with alternative arrangements.&lt;br /&gt;Progress: At the last meeting with the Mayor Greg Green enquired who was responsible for basura collection, the Mayor stated that Masa pay the Council to carry out this task and that he would look into making collections more frequently.&lt;br /&gt;Action Complete&lt;br /&gt; &lt;br /&gt;b) Mick Drummond asked what procedures are in place to deal with queries raised at the CRA desk by members that are documented in the desk diary. Ms Kuneva has asked me to answer on her behalf.&lt;br /&gt;&lt;br /&gt;In the light of the information that you have provided, I regret to inform you that there is no specific Community legislation which applies to your particular case. the issue of illegal charges for water and poor quality of street lighting and of the roads the developer was resposible for are matters of national contract law, presumably in this case Spanish Law. I would thus advise you to consult a lawyer who should be in a position to tell you what further legal steps you can take.&lt;br /&gt;&lt;br /&gt;You may also find it seful to get assistance from the national contact point of the European Consumer Centres Network. This hopefully will cover current Masa/Council relations/meetings and the actions necessary for Masa to have completed ready for the takeover of Sector A by the council. This discussion should also consider time frames.&lt;/em&gt;&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;The Mayor stated that Masa had received a list of work to complete some time ago. Some had been completed and others were still outstanding. Regular meetings were taking place and dialogue was ongoing. When told that there was no sign of Masa undertaking any work on site and on being asked what time frame for completion was required, the Mayor was at first unwilling to commit to any date but after being pushed for some commitment stated that it was likely to be a matter of months. He would not clarify this further. He did state that if Masa did not complete the work then the guarantees would be legally collected and used.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;&lt;strong&gt;The proposed management structure planned for the upkeep of Camposol by the Council and what actions are needed to make sure this process is in place ready for the takeover of sector A.&lt;/strong&gt;&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;The Mayor stated that in the case of A sector takeover the council would only negotiate with the legal Entity as per homeowners contracts with Masa. This body had already been set up and was, in the councils opinion, represented by the A Sector Homeowners Committee. Although they have tried to distance themselves from the Entity by using their current name they were still responsible, as decided by their referendum held some 18 months ago, which gave them full authority without further recourse to their members until A Sector was taken over by the council. JG stated that the council would welcome the CRA to be part of these negotiations but this had been rejected several times by the A Sector Homeowners Committee. GG questioned the legality of this process referring to the constitution of the Entity which demanded regular AGMs and elections to be held.&lt;br /&gt;&lt;br /&gt;It was confirmed by the Mayor that the council would prefer a watered down form of the entity where additional taxes for Camposol would be collected by the Council who would then provide the services for roads, green areas and lighting under the control of an elected body for Camposol. GG stated that he believed the majority of homeowners on Camposol would support this. It was agreed that JG draw up a working document to be used in discussions to put this proposal in to practice. GG asked that this be given priority so that it would be in place ready for the takeover of Sector A.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;&lt;strong&gt;Emergency actions that may be needed to secure access to Sector D should the entrance road become impassable for normal traffic.&lt;/strong&gt;&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;A discussion took place re the problems for the residents of D Sector should the access road become impassable in the near future. The Mayor agreed to speak with Masa to make the repair of this road a priority.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;&lt;em&gt;Problems with overfull waste bins on Camposol.&lt;/em&gt;&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;The Mayor was made aware of the problems, now that the high season was upon us, with waste bins being over full and the health issues which this created when the local wildlife spread the rotting food etc around the area. Although the Mayor reiterated that the waste collection was the responsibility of Masa, as it was collected by the council work force, he would try to get more regular collections made at this time of the year to help alleviate this problem. An information book to cover other relevant information will be kept in the office for perusal.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Finances:&lt;/strong&gt; The General Fund is held in an account at Cajamurcia this account covers the general running expenses of the CRA which includes stationery, printing of the CRA newsletter and telephone bills. The only regular source of income for this account is from the Weekly Meat Draw Raffle.&lt;br /&gt;&lt;br /&gt;The General Fund account balance currently stands at 856 Euros.&lt;br /&gt;&lt;br /&gt;The Lawyers fund is held in an account at La Caixa. All donations, registration fees and profit from the Monthly Bonus Ball are paid into this account.&lt;br /&gt;&lt;br /&gt;The Lawyers Fund account balance currently stands at €14,958.&lt;br /&gt;&lt;br /&gt;Les Crook also handed over a donation of €25 to the lawyers fund. Joyce Stewart will acknowledge receipt of this to the donor.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Membership Register &amp;amp; Re-registration:&lt;/strong&gt; It was proposed and passed by members at the last EGM that all members of the CRA re-register membership in order to clarify the current details held and to allow the CRA to gather more comprehensive contact details for each member. It was also agreed that an administration fee of €10 per member would be charged, this money along with all other donations to be deposited into the Lawyers Fund account.&lt;br /&gt;Members should be assured that these details will not be shared with any other parties but will be used by the CRA to ensure greater communications.&lt;br /&gt;&lt;br /&gt;With the above in mind Les Crook put forward a proposal for the above wording to be added to the membership form, seconded by Joyce Stewart and carried by all.&lt;br /&gt;&lt;br /&gt;Number of re-registrations to date stands at 394&lt;br /&gt;&lt;br /&gt;Total number of members 1997&lt;br /&gt;&lt;br /&gt;To encourage more members to register and re-register their details the committee discussed various ways this might be achieved, it was suggested that the committee could make use of telephone numbers from the current register to remind members that re-registration is taking place, also house to house calls are to be considered.&lt;br /&gt;&lt;br /&gt;Additional to the above initiatives it was proposed that local businesses be approached to ask them to join a discount scheme, Jane reported that a number of local companies have already offered to discount goods/services etc. on the production of a CRA membership card, this subject will be pursued by Jane and if the scheme is considered to be viable it will be adopted. Carried forward to the next meeting.&lt;br /&gt;&lt;br /&gt;However, it must be understood that this will be an additional benefit to registered members and should not be confused as the only reason membership cards are issued, it is a requirement that a members register is in place which is the sole reason why we request members register their details with us.&lt;br /&gt;&lt;br /&gt;CRA Website: Mick Drummond has agreed to take over the management of the CRA website, it was suggested that this should be renamed to better reflect the Camposol Residents Association, Mick will look into this and will also be responsible for co-ordinating the production of the CRA Newsletter and its’ distribution. Jane Walters agreed to help Mick with this task. Carried forward to the next meeting.&lt;br /&gt;&lt;br /&gt;Meeting with the Mayor: Mary Cooper reported that a meeting date has been set with the Mayor, this will take place on Wednesday 6th May at 12;30pm.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Any Other Business actions from previous meeting:   &lt;br /&gt;&lt;br /&gt;a)    A letter was handed to the Chairman from Stephen Baker, quoting various suggestions for improvements on Camposol, Greg Green agreed to write a reply&lt;br /&gt;Action Complete&lt;br /&gt;&lt;br /&gt;b)    Les Crook expressed concern that a local Ferreteria was displaying guns for sale and felt that this could increase violence within our area. If seems that these guns are displayed in a very prominent area of the shop.&lt;br /&gt;&lt;br /&gt;The Chairman commented that he would speak with the shop owner and ask if the display could be moved to a less prominent position.&lt;br /&gt;&lt;br /&gt;Greg Green reported that he had had a conversation with the owner of the ferreteria who commented that in Spain this type of merchandise is usual and therefore he saw no reason to change.&lt;br /&gt;Action Complete&lt;br /&gt;&lt;br /&gt;Any Other Business:&lt;br /&gt;&lt;br /&gt;a)    Mick Drummond raised the question of green rubbish bins on Camposol, reiterated by Les Crook. There is a definite problem with some of the waste bins on D sector as indeed there is in other sectors of the urbanisation in that certain bins are used over their capacity and others are not.&lt;br /&gt;&lt;br /&gt;Mary Cooper stated that one reason for this is that residents often take their rubbish in their car and deposit it to bins on the main carriageways as they go out, consequently some bins are regularly overloaded and others are never used to capacity. The outcome of this is that when these ’over used’ bins are full rubbish is being dumped at the side rather than the depositor finding an alternative. Unfortunately this type of problem has come about as a consequence of the situation Camposol finds itself in due to the lack of any type of governing body being put into place to enforce rules and regulations.&lt;br /&gt;&lt;br /&gt;The committee agreed that the current situation is not acceptable and Mick asked what the CRA were going to do about it.&lt;br /&gt;&lt;br /&gt;The Chairman commented that this problem has been raised many times and although residents of the affected areas have had meetings to address the situation and agreed solutions there are still those who will ignore what is agreed and continue to exercise bad practise.&lt;br /&gt;&lt;br /&gt;Mick asked who was responsible for emptying and supplying the bins, the chairman said ‘Masa is responsible’&lt;br /&gt;&lt;br /&gt;After some discussion it was agreed that the Chairman would write a letter to Masa stating that the current situation is not acceptable and asking them to come up with alternative arrangements.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;b)    Mick Drummond asked what procedures are in place to deal with queries raised at the CRA desk by members that are documented in the desk diary. We hope to have this up and running over the next few weeks.&lt;br /&gt;Jane Walters will enquire about costs for signage&lt;br /&gt;Geoff Nastri will arrange for a locksmith to secure the building and take responsibility for ensuring the weatherproofing and painting.&lt;br /&gt;Joyce Stewart will apply to the Correos for a post box which will become the official postal address for the CRA.&lt;br /&gt;&lt;br /&gt;Finances: The General Fund is held in an account at Cajamurcia this account covers the general running expenses of the CRA which includes stationery, printing of the CRA newsletter and telephone bills. The only regular source of income for this account is from the Weekly Meat Draw Raffle.&lt;br /&gt;&lt;br /&gt;The General Fund account balance currently stands at €711.47&lt;br /&gt;&lt;br /&gt;The Lawyers fund is held in an account at La Caixa. All donations, registration fees and profit from the Monthly Bonus Ball are paid into this account.&lt;br /&gt;The Lawyers Fund account balance currently stands at €13,803.&lt;br /&gt;&lt;br /&gt;Excess funds currently to hand are €103.71.&lt;br /&gt;&lt;br /&gt;Account signatories:  The committee agreed that account signatories should be any two from 4 committee members registered with the banks, the signatories agreed are Chairman, Vice Chair, Secretary and Treasurer, namely:&lt;br /&gt;Greg Green&lt;br /&gt;Jane Walters&lt;br /&gt;Mary Cooper&lt;br /&gt;Joyce Stewart.&lt;br /&gt;&lt;br /&gt;Membership Register &amp;amp; Re-registration: It was proposed and passed by members at the last EGM that all members of the CRA re-register membership in order to clarify the current details held and to allow the CRA to gather more comprehensive contact details for each member. It was also agreed that an administration fee of €10 per member would be charged, this money along with all other donations to be deposited into the Lawyers Fund account.&lt;br /&gt;Members should be assured that these details will not be shared with any other parties but will be used by the CRA to ensure greater communications.&lt;br /&gt;&lt;br /&gt;Number of re-registrations to date stands at 367&lt;br /&gt;Total number of members 1,984&lt;br /&gt;&lt;br /&gt;To encourage more members to register and re-register their details the committee discussed various ways this might be achieved, it was suggested that the committee could make use of telephone numbers from the current register to remind members that re-registration is taking place, also house to house calls are to be considered.&lt;br /&gt;&lt;br /&gt;Additional to the above initiatives it was proposed that local businesses be approached to ask them to join a discount scheme, Jane reported that a number of local companies have already offered to discount goods/services etc. on the production of a CRA membership card, this subject will be pursued by Jane &amp;amp; Greg and if the scheme is considered to be viable it will be adopted.&lt;br /&gt;However, it must be understood that this will be an additional benefit to registered members and should not be confused as the only reason membership cards are issued, it is a requirement that a members register is in place which is the sole reason why we request members register their details with us.&lt;br /&gt;&lt;br /&gt;CRA Website: Mick Drummond has agreed to take over the management of the CRA website, it was suggested that this should be renamed to better reflect the Camposol Residents Association, Mick will look into this and will also be responsible for co-ordinating the production of the CRA Newsletter and its’ distribution. Jane Walters agreed to help Mick with this task. It was also agreed by the committee that sponsorship to cover the cost of this would be sought.&lt;br /&gt;&lt;br /&gt;Meeting with the Mayor: Mary Cooper reported that a request had been put forward to Jacqueline Galvez to arrange a meeting with the mayor, to date we have not received a reply, a reminder has been sent and we hope to announce a date within the next few days.&lt;br /&gt;&lt;br /&gt;Sector A Committee: A letter requesting a meeting with the sector A Committee has been delivered by hand to the committee chairman Frans Permentier.&lt;br /&gt;&lt;br /&gt;Any Other Business:&lt;br /&gt;   &lt;br /&gt;a)    Joyce Stewart suggested that a follow up meeting with the volunteer letter writers should be called. Greg agreed that this should be done. Joyce will make contact and set up a meeting.&lt;br /&gt;&lt;br /&gt;b)    A letter was handed to the Chairman from Stephen Baker, quoting various suggestions for improvements on Camposol, Greg Green agreed to write a reply.&lt;br /&gt;&lt;br /&gt;c)    A letter has been received from M.L.Munday, owner of Cat’s Bar who had been asked to put forward a case for a Weekly Market on Sector A. It was stressed in the letter that this should be a Market not a Car Boot Sale.&lt;br /&gt;The Chairman commented that a weekly market for Camposol has been requested on more than one occasion but he will raise this issue again with Councillor Galvez when he next has a meeting with her.&lt;br /&gt;&lt;br /&gt;d)    John Dawe reported that he has been asked a few times when the next EGM will be held following the recent successful demonstration staged in Mazarron Town Square, the chairman agreed that a follow up meeting should be held and commented that we also have to arrange the yearly AGM, but preferred to wait until we have had our next meeting with the Mayor.&lt;br /&gt;&lt;br /&gt;e)    John also reported that a suggestion had been put to him that the CRA write to Iberdrola with a proposal that they adopt a policy of turning off every other lamp standard which would give adequate lighting to all areas at no extra cost. If not could we have all of the streetlights illuminated if we pay the bill.&lt;br /&gt;The Chairman replied it would not be possible to put this idea forward as Iberdrola are not yet responsible for street lighting on Camposol but Masa who currently pay the lighting bills. Should we have further meetings with Masa we will discuss the lighting situation again.&lt;br /&gt;&lt;br /&gt;f)     Les Crook expressed concern that a local Ferreteria was displaying guns for sale and felt that this could increase violence within our area. Selection of Chairman, Vice Chairman, Secretary and Treasurer.&lt;br /&gt;&lt;br /&gt;Chairman.&lt;br /&gt;All present agreed that Greg Green should be asked to take this post as he has proved his value to the CRA whilst on the committee.&lt;br /&gt;That Greg Green be Chairman of the C.L.C. was&lt;br /&gt;Proposed:  Tom Carpenter&lt;br /&gt;Seconded:  Geoff Nastri                               Carried Unanimously&lt;br /&gt;Greg accepted the position and thanked the committee for their support.&lt;br /&gt;&lt;br /&gt;Vice Chairman:&lt;br /&gt;After reading the Articles, and a discussion on the duties of Vice Chair, in light of her experience of running her own business, and her many contacts in the area,&lt;br /&gt;That Jane Walters be Vice Chairwoman was&lt;br /&gt;Proposed:   Tom Carpenter&lt;br /&gt;Seconded:  John Dawes                               Carried Unanimously&lt;br /&gt;Jane thanked the committee and accepted the position.&lt;br /&gt;&lt;br /&gt;Secretary:&lt;br /&gt;Mary Cooper has served as secretary of the CRA for many years, she is also the only one of this new committee who knows the history and background of the CRA, she has expressed her willingness to carry on if asked.&lt;br /&gt;That  Mary Cooper continue as Secretary was&lt;br /&gt;Proposed:    Joyce Stewart&lt;br /&gt;Seconded:   Geoff Nastri                             Carried Unanimously&lt;br /&gt;&lt;br /&gt;Treasurer:&lt;br /&gt;Greg said that Joyce Stewart has been Treasurer for the last six months and was willing to carry on if asked. Those present agreed that continuity in this position would be good.&lt;br /&gt;That Joyce Stewart carry on as Treasurer was&lt;br /&gt;Proposed:    Geoff Nastri&lt;br /&gt;Seconded:   Jane Walters                             Carried Unanimously&lt;br /&gt;&lt;br /&gt;2.   Other Posts.&lt;br /&gt;Chair  said  that  to  spread  the workload  he  would  like  to  see  other posts created such as responsibity  for the Membership Register, Fundraising, and a Press Officer, the last being much needed as none of the previous members committee had any experience in this field.&lt;br /&gt;&lt;br /&gt;Communication/Press Officer:&lt;br /&gt;Several names were put forward of non-committee members who might be able to help. Mick said that he has contacts made through his other committee work and he could liaise with them to get the publicity we need. There was also a requirement to review the current CRA website to offer more in the shape of forums was also discussed.&lt;br /&gt;That Mick Drummond be Communications Secretary was&lt;br /&gt;Proposed:    Joyce Stewart&lt;br /&gt;Seconded:   Goeff Nastri                              Carried Unanimously.&lt;br /&gt;&lt;br /&gt;Fundraising:&lt;br /&gt;Chair said that we already have a small team of volunteers who run the Bonus Ball and sell raffle tickets, what is needed now are new ideas for raising funds, more helpers, and someone to coordinate them. After some discussion John and Tom offered to do this.&lt;br /&gt;That John Daw and Tom Carpenter take care of Fundraising was&lt;br /&gt;Proposed:   Joyce Stewart&lt;br /&gt;Seconded:  Mike Drummond                        Carried Unanimously&lt;br /&gt;&lt;br /&gt;Membership Secretary&lt;br /&gt;The importance of having a dedicated person to maintain the members database was discussed. As he had previous database experience Les Crook offered his services.&lt;br /&gt;That Les Crook take over the responsibilities of  Membership Secretary was&lt;br /&gt;Proposed:&lt;br /&gt;Seconded:                                                   Carried Unanimously                                                                                                               &lt;br /&gt;&lt;br /&gt;3.  Committtee Meetings, Frequency, Time and Location.&lt;br /&gt;Having discussed the other commitments of those present it was agreed that the committee would meet fortnightly on Mondays at 1.30pm.&lt;br /&gt;Proposed:   Les Crook&lt;br /&gt;Seconded:  John Dawes                               Carried Unanimously.&lt;br /&gt;&lt;br /&gt;4.  Other duties.&lt;br /&gt;Chair said that a minimum of one committee members is needed to man the desk in the Post Room daily, to take in new members, re-registrations and donations, and deal with any queries from the members. Now the committee is at full strength this should only be once or twice at most per week. Jane has said that as she works she will help when she can and Joyce will be contacting everyone over the weekend to draw up a rota.&lt;br /&gt;&lt;br /&gt;5.  Premises.&lt;br /&gt;Deferred to next meeting.&lt;br /&gt;&lt;br /&gt;6.   Current Financial Position.&lt;br /&gt;The account at Cajamurcia holds the General Fund, and the only regular source of income is the from the Weekly Meat Draw. This account has to cover all the costs of running the CRA. The CRA phone is paid from this account as are stationary, and the cost of printing the Courier newsletter.&lt;br /&gt;The balance there is currently 611€ and 47 cents.&lt;br /&gt;The account held at La Caixa is the Lawyers Fund. All donations, re-registration fees and profit from the Bonus ball are paid into this account.&lt;br /&gt;The balance on Fri 5th April stands at 13,088€.&lt;br /&gt;&lt;br /&gt;7. Website.&lt;br /&gt;The website will be updated a.s.a.p. to show the new committee.&lt;br /&gt;The whole of the site will be reviewed and changes made to make it more relevant to what is going on in Camposol.&lt;br /&gt;&lt;br /&gt;8. The New Camposol Courier.&lt;br /&gt;This is currently in the form of a newsletter. We need to find sponsor(s) to help with the cost of printing as this is so expensive. We will continue to put as many of the newsletters out in its present form as funds allow.&lt;br /&gt;It was suggested that we could e-mail it to those members who have given their addresses as a way of cutting down the number printed.&lt;br /&gt;&lt;br /&gt;9.   Meeting with the Mayor.&lt;br /&gt;Chair advised the committee that Cllr. Galvez is to arrange a meeting with the Mayor after Easter.&lt;br /&gt;&lt;br /&gt;10.   Sector A Committee.&lt;br /&gt;Chair suggested that we should make another approach to them asking for a meeting. We both have the same aim, to get Camposol finished and we ought to be working together. Over the winter of 2008/9 many of the owners have invested time and money in the cleaning and planting of green areas within the estate. This was done for the benefit of those living here and the many visitors we get throughout the year.&lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;Below are a few rules which when kept to will assist in maintaining Camposol as a clean and pleasant place we can all be proud of.&lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;1. Do not drop litter. If you see litter lying around then please pick it up and place in one of the many bins to be found on the urbanisation.&lt;br /&gt;2. Please place all household waste in the bins to a level which will allow the bin lid to close flat. Failure to do this, results in cats, dogs and the local wildlife ripping the bags open to get to the rotting food inside.&lt;br /&gt;3. If it is not possible to place your household rubbish in the bin without closing the lid then please use another bin. There is always another within a short walking distance. Do not leave your rubbish beside the bins, it will not be collected.&lt;br /&gt;4. There is a local law in Spain that asks for all household waste in the summer months not to be placed in the bins before 9.30pm in the evening. This law assists in keeping the flies, around bin areas, to a minimum.&lt;br /&gt;5. Old furniture, white goods, mattresses etc.. must be taken to the local ecological park for disposal or disposed of in the weekly visiting ecological lorry. They should not be dumped by the bins or in the campo, they will not be collected.&lt;br /&gt;6. All green waste must either be placed in the green waste containers provided or taken to the ecological park for disposal. Leaving it on the road side or by the bins just leaves a rotting, fly ridden eyesore.&lt;br /&gt;7. Please respect your neighbours by keeping noise, especially music, to a reasonable level. This is especially relevant after 11pm.&lt;br /&gt;8. Respect the local speed limits and road signs on the roads of Camposol. The speed limit is 40 kph on all roads within the urbanisation.&lt;br /&gt;9. There are several Neighbourhood Watch schemes operating within the urbanisation. If you see anything out of the ordinary then please report it your local group.&lt;br /&gt;10. If you dog relieves itself on the road or pavement then please bag it and dispose of it in a bin.&lt;br /&gt;11. This process will continue up to the 1st June 2009.&lt;br /&gt;&lt;br /&gt;Members wishing to re-register or owners wishing to join the CRA can do so every weekday afternoon between 4 &amp;amp; 5pm in the Post Room, Rumours, Camposol.&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Please note :&lt;/em&gt;&lt;br /&gt;&lt;em&gt;1. The CRA accept that these numbers are slightly inflated due to those that have left Camposol both physically and spiritually. (When notified of the passing away of members the data base is amended immediately)&lt;/em&gt;&lt;em&gt; &lt;/em&gt;&lt;br /&gt;&lt;em&gt;2. The database holds full records of all members names, address, NIE or passport number and contact telephone number.&lt;/em&gt;&lt;br /&gt;&lt;em&gt;3. As members re-register the database is updated with details on resident or holiday home, contact address if not in Camposol and email address.&lt;/em&gt;&lt;br /&gt;&lt;em&gt;4.
