CRA Pre Autumn Clean Up Report
As part of the proposed CRA sponsored Autumn Clean Up Campaign a detailed look at the current problems of waste & rubbish on Camposol has been undertaken. This short report is intended to give an overview of the situation and proposes the way in which the CRA will try to manage the problems and ensure that Camposol becomes a more enjoyable atmosphere to live in.
Litter : Although there are areas that seem to have more litter blowing and laying around than others the general feeling is that Camposol is quite litter free and certainly cleaner than most other urban/rural areas around Mazarron. This is certainly true in many areas where those local to the specific areas take it upon themselves to pick up litter and sweep their streets.
To improve the situation it is intended to take the following action :
a. Encourage more small groups and individuals to take responsibility for their local areas.
b. In a few weeks time print a timetable of ongoing litter clearing mornings where groups meet in an organised fashion to clear litter and small waste from particularly bad areas. We already have over 30 volunteers for this project and if you want to take part then please give your name in at the CRA desk every day between 4pm & 5pm in the Rumours post room.
The most obvious area with a problem of litter is the commercial centre on sector B. Although the local traders have made efforts to previously clean the area unfortunately it still remains an eyesore. The CRA believes that it is the responsibility of the traders to get together as a whole to try and resolve this problem and it would be impractical for the CRA to manage an ongoing project in this area.
Bin Areas : Generally the problem with bin areas revolves around the number of bins to be found in any one location. Where there are up to 4 bins, the area tends to remain quite clean. When you get any number over this such as at the top of sector D (40) or the roundabout half way up B sector (8) then, because they are seen as a drive up facility, they become overfull and any excess is either piled high on the bins or dumped in the general area. They also invite those with a lack of thought for others or the environment to dump old furniture, green waste etc..
To improve the situation it is intended to take the following action :
a. Following a proposed idea from the soon to be established sector D action group, look at splitting the bins into smaller strategically placed numbers around Camposol. Of course there is no one who wants the bins outside of their front door, but with a little planning it is thought that this could be avoided.
b. Start an awareness campaign of community responsibility in disposing of larger waste in the correct manner rather than dumping it wherever you want.
c. Continue to push for more green bins (as on sector A) for all of Camposol.
d. Advertise and support the Mobile Ecoparque service which will soon be a regular feature of life on Camposol. Currently we believe it will be available every Thursday at the commercial sector on sector A. We will try to get the council to implement a programme of the mobile being available at different places on Camposol on a regular basis.
e. Continue to encourage, support and increase the number of local residents who sensibly use and clean the bins in their area.
Green Areas (including roundabouts) : The maintaining of green areas is an ongoing process which needs a continuous proactive solution.
To improve the situation it is intended to take the following action :
a. Continue to push Masa to carry on with its gardening team.
b. Support the Mercer project to fund a full time in-dependant gardening team.
c. Continue to encourage more residents to set up and maintain their own local green areas.
d. Following on from an idea of Rod Sawyer to have local businesses adopt a roundabout and ensure it remains attractive and tidy. We are currently talking with the council about having signs from the business responsible located on their particular roundabout.
Building Materials : Currently on Camposol there are several areas with discarded building materials such as pipes and precast concrete stairs and manhole covers. During its regular meetings with Masa the CRA is asking that Masa remove materials back to its compound on the hill by the new aerial farm.
Rubble : Although this does not seem such a big problem there are still lots of small piles of building rubble around Camposol. The CRA has spoken to a local trader who is willing to remove and discard of this rubble in his free time. Because of the high cost of fuel he would like to have the cost of the diesel fuel used in his digger and lorry to be recompensed. We feel that this is a very generous offer and because the CRA does not have specific funds to cover this cost we are going to start a Clean Up Campaign Fund. Although it is thought that this particular cost will only run to a few hundred euros any excess will be used for skips etc.. should they be required.
Dumping Sites : It has been negotiated with Masa that a number of dumping sites will be allocated for the disposal of green waste and rubble. At the end of each month Masa will provide a lorry and digger to clear up these areas and dispose of the rubbish. We think B, C & D sectors should have their own dumping sites and are asking for the people on Camposol help to decide where each should be placed. Once this consultation has taken place then this project will commence. It is important that each site is accessable to lorries. You can leave your suggestions at the post room at Rumours every day between 4pm and 5pm, leave a message on any of the local MSN groups or email info@thenewcamposolcourier.com.
Donations to the Clean Up Campaign Fund can be made to any committee member or placed in the box to be found on the CRA desk every afternoon between 4pm and 5pm in the Rumours post room.
CAMPOSOL RESIDENT'S ASSOCIATION
CENTRAL LIAISON COMMITTEE
Minutes of the meeting with Masa, 15.10.08.

The meeting began at 11 am prompt.
Item 1. Schedule of Repairs and Inspections.
Daniel produced a chart listing 27 properties which can be seen at the post room desk.
434 D23, 2713 C-24, 2715 D-24, 241 C-2, Fortuna 1814, and 672 D-23 he assured us are 1st to 6th respectively to be repaired, and work on the first should begin this week.
Re. Mr McDonald 448 RU-37, his legal problem is being dealt with by Daniel Segarra and is on track to be resolved within the next two weeks,
2137, 2138, 2139 D-7 and 2283 D-20, Masa have either done as much as they are willing to, or do not accept responsibility.
Señor Ferrer should be in the process of inspecting a further 7 this week and next, and we should have information on these at the next meeting.
Two, 434 D-23 and 1611 D-17 are listed for repair in November.
Letters from Mssrs Fenneberg, McNeiff, Bass and Ricketts (which were handed to Miguel for onwarding to Daniel at the meeting in June) seem to have gone astray, and subject to the response to an e-mail sent to Daniel informing him of this after the meeting, these four might have submit again.
Two, Mssrs Muncaster and Mssrs. K. and M. Turner, we have to clarify with again as to whether or not they want Masa to repair, and the final one is a missing escritura which is being dealt with at Masa's talks with the Ayuntamiento.
Item 2. Correos Office
We asked had Correos finalised the purchase of the locale on B Commercial.
Daniel showed us the Escritura of Sale which shows the sale was finalised in November 2007. He has no information about when they are likely to begin work on it or when they might be open for business.
Item 3. Masa's Gardeners and Garden Waste
Daniel said that the team currently working their way through Sector B,C,D are the general maintenance team, not gardeners as such. When they have finished the tidying of the centre reservation they will then be working on Sector A through until the end of the year after which Masa is expecting the take-over of Sector A by the Ayuntamiento.
The decision on our request at the last meeting for skips to be paid for by Masa when the Clean up Campaign takes place, is that Masa are not prepared to fund this, the feeling being that garden waste would still be left around if some people felt that the skips were not conveniently near enough to them. However, Masa is willing to supply a lorry, once a month, to pick up garden waste. We were asked to specify a maximum of three places where garden waste could be put causing least inconvenience to anyone, and with easy access for a truck.
Item 4. Lamp posts.
The leaning lamp posts in the centre reservation we reported at the last meeting are to be fixed. Daniel was not convinced that the advertising flags cause the posts to lean, his thinking being that they are too small to create much wind resistance, he feels the problem is in the foundations, or lack of.
Item 5. Turistico.
Chair told Daniel of the change of designation from Turistico to Residential which has been made on the Country Club through an agreement between the builder and the Ayuntamiento and asked; If Masa are planning further development on Camposol in the future, would they be willing to do the same? Daniel replied that there are no such plans at the moment, and as it was the Ayuntamiento who stipulated in the plans that there should be 40% Turistico properties here, Masa complied with the plans. He went on to say that he doesn't see the problem, a house designated turistic is a house in the same way as any other, with the advantage that if the owner wishes to let it he can freely do so without applying for a licence, whereas owners of houses designated Residential may not. It was pointed out to him that had the buyers been told that they were buying turistico it wouldn't be a problem, to which he replied that all the turistico poligonos were clearly shown on the plans as being so, and it was also shown on the Sale Contracts.

Letters of Complaint.
Three letters were handed over for his attention from
Mssrs Cowlishaw, 2163 D-7; Taylor 2138 D-7; Ricketts, 931 C-15.
Subsidence on Dual Carriageway D-20.
We reported several complaints that last week's rain had caused the road to sink to a dangerous level and needed urgent repair. Problem Noted.
That being the end of business, the meeting closed at 12.15 pm.

Rules of Association
"Camposol Resident's Association"
(Amended 7th June 2008)
Chapter 1.
Designation, Purpose, Territorial Field of Activity.
Section 1 - Designation
With "Camposol Resident's Association" (CRA), an association is constituted according to Art. 22 1978 Spanish Constitution, and L.O.1/2000, March 22nd, of Association Rights Complementing Laws.
The legal working of this association shall be determined by these Standing Rules, it has no commercial purpose, and has Legal Personality and Capacity.
Section 2 - Territorial Field of Activity
The territorial field of activity shall be the Mazarrón area. The Association could establish collaboration with other Associations or Federations with a bigger territorial field of activity.
Section 3 - Purpose
The purposes of the Association are:
1. To promote through proper channels of publicity and general information, the
interests and support of the residents of Urbanizacion Camposol, The New
Camposol Courier being the official news letter, which is under the sole
ownership and control of the Association.
2. To work to improve quality and conditions of life for residents of said
Urbanizacion.
3. To provide an environment for intellectual, cultural, scenic beauty, education,
health, civic excellence and social development.
4. To facilitate cooperation between residents, working with government agencies,
or any other institution to ensure that the needs and desires of the residents are
given full consideration.
5. To establish and maintain policies in order to improve social and economic
development of said area.
6. To encourage a sense of community pride through better community relations
and family participation on community issues.
7. To promote residents' activities and those of accepted groups which have their
functions in Urbanizacion Camposol.
This Association is non-political, being independent of any political party, trade
union, commercial group or religious association.
Section 4 - Activities
To the achievement of said purpose, different activities may be carried out, eg:
Cultural, Social, Intellectual, Civic, etc.
Section 5 - Social Address
The Social Address is established as; Calle Santiago de Compostela 9,
Camposol A 648, Mazarrón 30875.
Any changes can be approved by the Committee.
The membership must be informed at General Assembly meetings.
Accounts, documents and other paperwork shall be kept in a safe place designated by the Committee.
Chapter 2
Membership
Section 1 - Membership Requirement
Membership of this Organisation must be available to any adults who own property
in Urbanizacion Camposol, and who are in agreement with Association purposes and rules.
The Committee may grant Honorary Memberships at its discretion to persons who are not owners of property on Urbanizacion Camposol.
In the case of non-admittance of a person or persons as members by the Committee, a notice shall be given in writing, and they will have 10 days to claim against that resolution at Assembly, and if necessary take their claim to Ordinary Court.
Section 2 - Removal of a Membership
Membership can be rejected/withdrawn by one of the following:
1. By written declaration/application destined to the Committee.
2. By non-payment of Association Dues in the amount established by Assembly.
3. By commitment of actions which are against the Association Interest with the agreement of Assembly. - The member to be informed by the Secretary and allowed 10 days to submit reasons for mediation.
4. By non-compliance to Membership obligations.
5. By representing the Association in purposes for which it was not intended.
Section3 - Membership Privileges and Rights
The Membership shall have the following privileges and rights:
1. To take part and vote at Assembly.
2. To be notified of any agreement adopted by Committee.
3. Be entitled to vote and stand as a candidate to the Committee.
4. To be notified of Agreements and outstanding business of the Association, the Committee and Association accounts at assembly meetings, by written reports in the New Camposol Courier and by verbal report accounts, etc. at Assembly meetings.
5. To make any suggestion to improve the Association and its' purposes.
6. To take part in any activity that the Association shall organise.
7. To have the right to be heard before any disciplinary action be adopted against him/her, and be informed of the facts which lead to disciplinary action being taken.
8. To oppose any agreement adopted by Assembly or Committee that is illegal under Spanish Law and/or these standing Rules.
Section 4 - Membership Obligations
Membership's obligations are as follows:
1. To respect, accept and observe Standing Rules and Legal Agreements adopted by the Committee or any Association's organs of government or representation.
2. To attend Assembly meetings and take part in Association activities.
3. To share Association purpose, and to transact the business and affairs of the
Association, and to contribute to improve the good name of the Association and
Urbanizacion Camposol in general.
Chapter 3
Governing Structure
Section 1 - Assembly
The Assembly is the highest institution in the Association, and is constituted by all memberships.
Section 2 - Annual General Assembly
General Ordinary Assembly shall meet by Chairman or Committee proposal, at least once a year.
Assembly concern shall be as follows:
1. Approve Committee administration.
2. Examine and approve accounts.
3. Agree activities and organization plans.
4. Agree Committee membership's propositions.
5. Elect Committee members as necessary.
Section 3 - Extraordinary General Assembly
Extraordinary General Assembly shall be held as many times as necessary, and may be called by the Committee, or by written petition of 10% of the membership; that petition must detail the meeting agenda. This Extraordinary General Assembly shall be held within 15 days from the announcement.
Extraordinary Assembly concern shall be as follows.
1. Modify the Standing Rules.
2. Dissolve the Association.
3. Sell or transfer Association assets.
4. Become a part of or constitute a Federation.
5. Membership removal, proposed by Committee by punishable proceeding
made by the Secretary and notified to Membership.
Section 4 - Guide Meeting Rules
General Assembly may be called giving 15 days notice. Notice of all meetings shall be published in The New Camposol Courier, including the meeting agenda, meeting time and place, and should also include a second meeting time should the need arise.
A legally binding meeting of the Assembly shall be constituted initially with a minimum of 50 members present, failing this a second meeting can be re-scheduled after a half hour interval, with Chairman, Recording Secretary, and another three members present.
Decisions shall require simple majority votes.
Section 5 - Central Liaison Committee
Without prejudice to the Assembly, Association shall have a Central Liaison Committee to represent and manage the Association. The Central Liaison Committee shall consist of:
Chairman
Vice Chairman
Recording Secretary
Treasurer
Sub-committees may be created from time to time as deemed necessary by
the Central Liaison Committee constituted by any volunteers from the general
membership of the Association.
All Committee members must be Association members, and the position shall attract no remuneration excepting for reimbursement of legitimate expenses, and shall be elected by Assembly for three year terms. All vacancies in elected positions could be provisionally covered by other Committee members with the exception of the Chairman who cannot assume any other position.
Committee members can stand for re-election.
Section 6 - Committee Guide Rules
Committee shall meet according to guide plan approved by the Assembly, by Chairman calling it or three Committee members petitioning for it. Shall be constituted when majority numbers present, or can be re-scheduled after a half hour interval, with Chairman, Recording Secretary, and another three members.
Agreements to be adopted by majority votes, and on tied affairs to be solved at the next meeting, or if extremely urgent by Chairman vote.
Meetings shall be held monthly or with greater frequency as deemed necessary by the individual Committees.
Section7 - Committee Duties
Committee duties are:
1. Promote and organise social activities.
2. Follow economic and administrative management procedures.
3. Carry out Assembly agreements.
4. Make and propose on annual basis, to assembly a budget, accounts results,
and record of activities (annual activities report).
5. Propose an annual organisation and activities plan to Assembly.
6. Resolve membership applications.
7. Nominate people for special activities or commisions.
8. Any other that is not an Assembly duty.
Section 8 - Deleted
Section 9 - Chairman
Chairman duties are:
1. Represent legally and officially the Association.
2. Call, moderate and conclude Committee meetings.
3. To observe and execute Assembly and Committee meetings.
4. Authorise expenses and payments.
5. Ensure that the membership observes Association purposes.
6. To ensure that the Chairman's duties are carried out.
7. To react to any urgent decisions that are compliant with the goodwill and benefit of the Association and Urbanizacion Camposol, and to report such
decisions to Committee as soon as possible.
Chairman may be substituted by Vice-Chairman in case of illness or any other impossibility.
Section 10 - Vice-Chairman
Vice-Chairman shall collaborate with Chairman on coordination of work to do, and representating Association, and shall substitute Chairman in case of illness or impossibility, and also any function that the Chairman delegates.
Section 11 - Recording Secretary
Recording Secretary shall take care of administration work of Association. His/her duties are:
1. Record keeping; Association shall have accurate and complete records of
all meetings, except book accounting (see Treasurers duties).
2. Report minutes of each Committee and Assembly meeting, and keep all
Committee correspondence.
3. Produce signed copies of minutes of all meetings, with Chairman approval.
4. Produce the annual Association report.
5. Keep membership records.
6. Call Assembly or Committee meetings requested by the Chairman, and
send all communications to members.
7. Any other function of a normal Secretary.
Secretary can be substituted by a Vice-Secretary, if one exists, or any other member of the Committee, in case of illness or any other impossibility.
Section 12 - Treasurer
Treasurer shall take care of all economic areas in the Association. His/her duties are:
1. Collect and keep Association funds. To help with this duty a bank account shall be opened, signatories shall be the Chairman, the Treasurer, the Secretary and the Vice- Chairman, at least two of the above will be required as signatories to any transaction.
2. Make payments and debt collection, with Chairman's approval.
3. Keep account books, Association financial records and budget application.
4. Shall prepare and submit to Assembly, a budget proposal for Association's
ensuing fiscal year. The Committee shall approve the budget proposal.
5. Keep book accounting, with incomes, expenses and results. Every three months he/she shall submit these accounts to Committee.
6. Any other function of normal Treasurer.
Section 13 - Committee Members
Committee members shall coordinate work groups from different areas and poligonos. They will outline resident's queries at Committee, make proposals and vote final resolutions at Committee.
They can also carry out specific duties designated by Chairman or Committee.
Chapter 4
Administration, Financial Resources, Financial Structure
Section 1 - Constitution Funds
Funds on the Association at the constitution moment are 69 Euros.
Section 2 - Economic Resources
Economic resources or ways to be obtained are:
1. Donations from anybody
2. Celebration of different activities such as Barbecues, Social events, Raffles etc.
3. Produce, publish and sell monthly or weekly magazine.
Any profit obtained in this way must be used within the Association.
Section 3 - Documents, Books and Records
Association should keep the following documents, books and records.
● 1. Membership Records.
● 2. Official accounts books that show the real financial situation of the Association.
● 3. Record of all activities.
● 4. Book of properties and assets.
● 5. Record of all meetings, Committee and Assembly.
Chapter -5
Dissolution and Winding Up
Section 1 - Dissolution
Dissolution of the Association must be caused by the following:
1. Agreement adopted by the Extraordinary General Assembly, called exclusively for that purpose.
2. Any legal cause as laid down in Spanish Civil Code.
3. By court resolution.
