Minutes of the meeting with Masa held Wednesday 30th July 2008

The meeting began at 1pm.

1) Updates on letters handed in on 19/06/08 from:
Mssrs. Fenneberg C-1, Wood D-12, Rickets C-15 and Bass D-24.

2) Updates on inspections requested by Mssrs. Casschioli D-23 and McNeiff D-23.

Daniel said that Sr. Ferrer the architect is dealing with all these and he will be producing a schedule of work which should be available next week. A copy of the schedule will be sent to the CRA committee as soon as it is ready.

3) Lack of Escrituras D-22.

Daniel explained that the lack of escrituras was because there had been no building licences issued for the houses in question, due to problems with the planning department at the Town Hall. These problems have now been solved. Masa have paid the fees for licences due to the Council, and the CRA has a copy of the receipt. The houses are now licenced, the paperwork will go through the necessary official channels, none of which are under Masa's control, and the escrituras will follow.

4) New letters of complaint.

Letters from Mssrs. Wood C-1, Boulton D-23, Crawford D-23, Marsden C-15,
Notley D-23, McDonald C/l Santiago de Compestelas, and Potgeiter D-32 were given to Daniel. He will pass these on to Sr. Ferrer for his attention. Subject to his reports they will be added to the work schedule.

5) Streetlights B-8+9.
We reported the complaint that most of the streets on these two poligonos have had no streetlighting for the last three years. While this meeting was in progress the lighting was being checked and Daniel spoke to Miguel who was doing the checking.
He reported that all the lights are in working order, although some not switched on.
Since this meeting at least one of these streets now has working lights.
Several residents have queried recently received bills for streetlighting. It seems that Masa is no longer willing to pick up the bills for lighting the interior streets of the poligonos.

6) Lack of Street Signs on Sector B.

We told Daniel of the recent problem experienced by a resident on Sector B where the man had a heart attack and the ambulance was delayed because the driver couldn't find the house due to there being no street nameplates.We said that while in this case the man survived his attack, the next victim may not be so lucky and asked why, when Sector B has been occupied for six years, there are still no nameplates.
Daniel said that the promotor (in our case Masa) does not name the streets, it is the local council who are responsible for naming the streets and also for putting up the signs. This matter has been on the agenda in his talks with the Council and he has been told by them that the signs have been ordered and should be in place soon.

7) The new P.A.U. (Urban Plan).

Resulting from talks with Cllr. Galvez it was known that a modification to the P.A.U. relating to Camposol is under discussion, and we asked for any further information that Daniel could give us.
Daniel produced a map explaining that the modification has been asked for by the Confederación Hidrológica del Seguro and refers to Sector D. If the modified Plan is approved a new "rambla" will be created around the far perimeter of D. The Confederación believes this new rambla would take the surface water which runs down the mountains in times of heavy rain, around and away from D and into the Aznares Rambla thus solving the water related problems in the area.
He expects a decision to be made in September, and if the Plan is approved then Masa will be expected to bear the costs of construction.

Roy then asked Daniel about the "green areas" on Sector A saying that while some trees had been planted and edges of footpaths laid, could anything more be expected as they still appeared to be incomplete.
Daniel reminded that he had told us at a meeting early this year that he, at that time, expected the Council to take over A 'imminently'. This has obviously not happened and the green areas are one of the issues the council are giving as reason for their non-takeover. He has told the Council that if they put in writing exactly what they want to see in the green areas, then Masa will do it as they too want the take over to be as soon as possible, but it will now probably not be until next year.
