The meeting opened at 1715.

1. Matters arising from last meeting held on 17th May 2007:

a. Update on Sector D7.
Daniel reported that work on the properties involved has already started, it began a week after the last meeting held on 17th May. Three or four properties had been identified as requiring priority and these will be worked on immediately. Quotations were awaited for the whole work involved. The Chairman asked if the owners had been notified. Daniel confirmed they had.

The Chairman also asked Daniel to look at property Rebecca No 1070 (Porter) on Sector C14, photographs were handed over. Daniel accepted, will investigate and report back.

Action: Daniel Bascunana

b. Continuing action on street lighting.
The Chairman produced plans of Sector D11to D15 outlining an area in blue. It was explained that lamp standards are in place but not lit at night. Other open areas have no lamp standards in place. It was also explained that the other developed area outlined in red had no lamp standards, whereas there were undeveloped areas with lamp standards in place? Generally, perimeters are lit but internal developed streets are not. Daniel accepted the plans for investigation.

Action: Daniel Bascunana

c. Temporary generators.
Daniel reported that two transformers had now been installed. The other generators will be replaced soon. He further explained that as transformers (mains electricity) replace generators then meters would be installed. It has to be understood that communities will have to pay for electricity (personal consumption) and street lighting on sub-sectors. When the council take-over they will pay for electricity supplied to roads that form the perimeters but not for internal streets. Sub-sectors will have meters installed 18 months before the council take-over.

It was reiterated by Daniel that as generators are taken away and replaced by mains electricity then people would have to pay. Generally speaking, the council will pay for lighting supplied to perimeter roads. For sub-sectors (internal) the community will pay for this electricity supplied/consumed.

Ongoing action: Daniel Bascunana

d. Abril 28 – Licences
The Chairman explained that the CRA are gathering in information from affected owners and will compile a register for Grupo MASA. He went on to say that this would take time. Daniel accepted this and explained that on receipt of the information (the register) they will take action to apply for planning permission/licences. However, it has to be accepted that they may be some old works that they may not be able to apply the legislation to. Generally speaking pools will not be a problem. The Chairman went on to explain that the necessary notification had been published in the Courier and also that no constructions should be started without licences.

Brian suggested that Daniel could perhaps meet with the Mayor to sort out licences.

Ongoing action: CRA/Grupo MASA

e. Infilling of rambla on D Sector
Daniel explained that he could not give a report on this matter at this time. Item to be carried over to the next meeting.

Action: Daniel (Grupo MASA)

f. Escrituras-Poligono B4
Following on from the last meeting, Daniel explained that there were problems with the Escrituras for some properties on Sector B4 because of planning anomalies. The original project specified the building of a number of properties. A subsequent project had been submitted increasing the number of units to be constructed but the licences were not correctly applied for. This is an administrative problem which will be corrected bringing about a solution for the units built without licences. A temporary licence will be applied for.

(Escrituras – Poligono B4 – continued)

It is because of the question of legality of these properties, which prevents an Escritura being transferred. It is a Grupo MASA/Council problem for which Daniel explained Grupo MASA would find a solution.

2. New Business

a. New motorway – pedestrian bridge.
The Chairman announced that there was a lot of concern being expressed by people about the safety of the new bridge. Problems were identified as follows:

1. Danger of vandalism to traffic (throwing/dropping of objects on to vehicles).
2. People falling off (accidental or otherwise) Bridge should be completely enclosed (caged in).
3. Lack of lighting.

The Chairman acknowledged that it was not a Grupo MASA problem but could Daniel advise?

Daniel responded. The management of this bridge will be the responsibility of the provincial road authority in liaison with the local council(s). Therefore the CRA is advised to present a case to the appropriate ministry in Murcia with the support of Mazarron Ayuntamiento.

Action: Chairman CRA

3. Expression of appreciation.
Brian expressed the CRA’s appreciation to Grupo MASA for the co-operation and progress made at these meetings. It is proving useful for all parties involved. He further explained that the meetings were not about bringing trivial matters to Daniel’s attention and therefore wasting his time.

There being no further business to discuss the meeting closed at 1750.

Date of next meeting
21st June 2007 at 1700. Venue: Marriano’s Restaurant.
