CAMPOSOL RESIDENTS ASSOCIATION
‘ABRIL 28’
There are many properties on Camposol that have had extensions etc. built by Abril 28 where licences/permissions for the completed work are required but have not, to date, been issued.
The Camposol Residents Association is conducting a survey, to collect information on such properties.
The object of this survey is to collect and register the relevant information to enable us, through GrupoMasa, to secure the correct paperwork for you.
We will insist, wherever possible, that this is supplied for all additional works, past and future, carried out by this company.
If you own a property, on Camposol, that falls within the above category then please bring details to the C.R.A desk, situated in Kennelly’s post room, any Tuesday or Friday evening between 4 and 5pm
We require the following information:
Name, Address, NIE number, Dates and Nature of the work carried out, and copies of any relevant receipts /paperwork etc.

1) Update on D 7:
Daniel reported Masa appointed an independent architect and builder to inspect all of the properties identified by the residents of D7 as having subsidence problems.
Individual reports have been produced for each property along with pictures taken both internal and external.
All the repairs identified will be carried out by the independent builder, these will start immediately with the properties most affected.
Mary asked if the residents had each been informed of the outcome for their property. Roy stressed it would be good PR if this was done. After some discussion with Joaquin, Daniel agreed to this. He will make the arrangements for this to happen and will inform Roy by telephone of the details. Roy will then inform the residents to ensure they make themselves available.
Properties involved are, 2133, 2134, 2138, 2143, 2144, 2145, 2150, 2154, 2155, 2160, 2161, 2164, 2165, 2170, 2171.
2) Street Lighting:
Agreements have been made with Iberdrola to supply and fit transforms for the street lighting on sectors D11 to D15 it is expected that this will be completed as early as next week, The C.R.A have been given a number to call if this doesn’t materialise.
Masa have agreed to take responsibility for all street lighting until each sector is handed over to Mazarron Town Hall.
With regard to other areas where street lights are off, committee members have agreed to carry out a survey the results of which will be given to Masa who will arrange for the necessary maintenance to be carried out to restore them.
3) Temporary Generators:
GrupoMasa will start to remove temporary generators over the next few weeks it is expected that these will all disappear altogether over the next 2 to 3 months. Where it is not possible to do this until a later date Masa have agreed to move those remaining away from surrounding houses.
4) Licences for work undertaken by Abril 28:
Daniel assured the C.R.A that no future work will be done by Abril 28 without issuing licences. Daniel will also take personal responsibility for looking into those who have previously had work done where a licence has not been issued.
Roy said the C.R.A would start to collect details from residents who have had work done, dates and the nature of the work will be recorded and these will be passed on to Daniel for investigation.
5) Land infill on Sector D:
The subject of infilling land with builders rubbish on sector D was discussed, Tony explained that this area was a natural water course and the road in this area has collapsed and been filled in with concrete on more than one occasion. Daniel agreed to look into this, he will see that the road is properly repaired and report back at the next meeting.
Other Business:
6) Correos for Camposol:
Daniel reported that he discussed with the Mayor the provision of a Correos building for Camposol. It is possible that one of the commercial units on Sector B could be made available for the Correos to buy. Further details will be given at future meetings.
7) Completion of Sector A:
Good progress is being made ready for the take over by mazarron Town Hall of Sector A, Daniel expected this to happen in the very near future.
8) Escrituras:
There are still properties on B Sector where escrituras have not been issued to date. Mary asked why this is so. It was explained they had been held up for various reasons, however, they should now all be available for collection. House owners should approach the Masa site office in the first instance to check availability, if they are not available and there is no explanation then owners should report details to the C.R.A who will look into it for them.

7th May. Building faults and touristico
During the last few weeks, a lot of people have spoken with me and other members of the committee regarding their properties. We have had a firm commitment from Masa regarding D7. This is not to say that people will just accept whatever plan Masa come up with. One resident said very clearly, " If the repairs are anything like the ones they have done outside my house, I don't want them anywhere near". It is the case that people may have to instigate legal action themselves.If you have a problem with your property, you should make contact with others to form a group, as Garrigues have stated clearly that they will take groups on at a discounted cost. Nobody needs to try to fight their corner alone.

Update on Poligono D7:
Daniel reported that the property the C.R.A had asked him to pay particular attention to, on D7, at our last meeting had been issued with an End of Works certificate in 2005 and that it had changed hands from the original purchaser. The Masa Architect has been out to inspect the property and reported that underbuild works had taken place over this time, which he felt had added to the problems with subsidence, however, in the case of this particular property Masa have resolved to fix the problems with subsidence.
With regard to the other properties on D7 that have subsidence problems, Masa will also inspect these and will put a separate proposal together for each one separately before the next meeting.
Daniel asked the C.R.A to remind house owners that if they intend to carry out work on their properties they must go through an architect and have permission granted for a license to carry out the work from the Town Hall.
Daniel also said that if a house owner does not follow the correct procedures they will be held responsible for any problems that occur as a result of the works undertaken.
Roy asked if the C.R.A could be given guidelines relating to those works that require a license and those that don’t, Daniel will ask the Town Hall to produce paperwork for us in this respect.
Update on Street Lighting:
Daniel reported that he is still working with the Town Hall and Iberdrola to resolve these problems. There have been some changes over the last two weeks where some lights have now been switched on but there are still problems where lighting has not been granted the required licences to install transformers. Tony stated that this was again the eternal triangle. Roy pointed out that should anyone be injured or any loss of life occurs as a result of these problems then the C.R.A will be taking those responsible to task. Daniel promised to raise this again in his next meeting with the Mayor.
Customer Complaints:
Daniel reported that Masa are to set up a formal Customer Complaints system in one of their offices on Camposol, details to be confirmed. He explained that there is a site office complaints system in place at the moment where the complaint is recorded in Spanish and then categorised according to the type of work that is required.
Mary Cooper asked if the C.R.A could be appraised of the formal procedure for the complaints system when it has been put into place, we can then publish this to everyone. Daniel agreed that this could happen and Mary Cooper will visit the office on-site to talk to them about this.
Once the system is in place a member of the C.R.A will be nominated to have bi-weekly updates on progress.
Timescales for the completion and handover of Camposol:
Daniel reported that the current timescales for the completion and handover of Camposol to Mazarron Town Hall are as follows:
A Sector 3 Months
B Sector 6 Months following the handover of Sector A
C Sector 6 Months following the handover of Sector B
D Sector 6 Months following the handover of Sector C
Progress on the above timescales will be reported to the C.R.A at each future meeting with Masa
Touristica Properties:
Some discussion took place with Daniel following the C.R.A’s meeting with the Mayor. It is clear that more legal clarification is required relating to the change of law required on this subject. Joaquin is to study this subject in more depth and will produce a paper on what can and can not be achieved.
As this will take time to do and the legal profession is extremely busy in the lead up to the forthcoming elections it is expected that this will not be completed until after the end of May.
This subject will be kept on the agenda and progress will be reported after each future meeting.
Any Other Business:
a) Street signs for Sectors B, C and D
After the C.R.A’s meeting with the Mayor, there are two pieces of good news the first:
Daniel reported that Street Names are now being put into place on Sector C, once completed , Sector D will be next and following that Sector B. The reason that Sector B is last is because there were some problems in the production of the plates, this is now resolved and we should see Sector B completed very soon.
b) Post Boxes for Sectors B, C and D
The second piece of good news is that the Mayor has asked Masa to provide a building for the post Boxes on Sector B similar to that on Sector A, Masa has agreed to do this and will also consider doing the same for Sectors C and D, Daniel will ask the Mayor to designate some land for this purpose.
Mary Cooper asked about the free units in the commercial centre Daniel said he felt that it would be better if Masa could provide separate buildings for each sector this way people would not have so far to go to collect their mail.
c) Correos for Camposol:
The subject of a Post Office on Camposol was discussed. Mary Cooper asked if all of the units on B Commercial Centre were in fact for rent only, Daniel confirmed that they were. Mary explained that the Correos had shown an interest in opening up on Camposol but would not rent, they like to own all of their buildings. Daniel said he would discuss the possibility of providing a building for this purpose with the Mayor, who would have to designate the land.

1. Opening Statement Roy Pugh explained that he wished the meeting to follow the contents of the ‘Letter to the Mayor’ posted on 30th March 2007. He explained that the C.R.A are pleased they had been given the opportunity to meet with the Mayor. We do not intend to be confrontational but we are happy to be able to open a dialogue with the Town Hall and hoped that we could continue to do so in the future.
Mr Blaya Blaya said he was also pleased to be able to meet with the C.R.A and had a desire to work with all groups on Camposol he apologised for the delay in setting up the meeting this was due to there being no contact number or address on the original letter.
2. State of the Development Mr Blaya Blaya explained that the original plans submitted by the developer had not been adhered to. This was the cause of many of the problems the Town Hall had been experiencing. They, the current Town Council, had inherited this situation which has taken a long time to sort out. He said that many people think the Town Hall have not done anything since they have been in office but to put things right much ground work had to be carried out to try and rectify the situation. He explained that it is only now that the results of this hard work are starting to show.
3. Street Names are presently being prepared for the remaining sectors and we should see these being put into place over the coming weeks.
4. Street lighting these are gradually being maintained and we should start to see the lights being restored. When asked about the situation on Sector D where some areas had never had street lighting he explained that transformers were a matter for Iberdrola, further discussion has to take place with the appropriate parties to rectify this situation
5. Pharmacia permission had been granted from the regional authorities for a license to open a Pharmacia it is expected that this will happen in September or October of this year.
6. Medical Centre The Town Council have already drawn up plans and had them passed to supply a medical centre to Camposol. These plans were presented to the residents of Camposol during last week. When we questioned why this was to be situated on Sector A the Mayor said that the council only owned minimal plots of land all three of which are on Sector A.
7. Community Centre Joaquin pointed out that there is Council land available on sectors B, C, and D, after some discussion it was suggested that it might be worth looking at the feasibility of putting the Community Centre on an available plot of land on sector B. Mr Blaya Blaya said he would analyse the situation but the deciding factor would be dependent on the timescales involved he would build the community centre wherever the shortest timescales permitted. Mary Cooper said it would make sense if this building was multi purpose, that it was used for social and religious functions, Mr Blaya Blaya confirmed that this would be the case.
8. Hospital Mr Blaya Blaya also said that if Mazarron and surrounding areas were lucky enough in the future to have funds made available for a hospital there is a parcel of land next to Camposol that would fit the bill very nicely.
9. Policing Roy Pugh expressed concern about the lack of police presence in Camposol and the number of burglaries taking place for instance recently BankInter had even had their safe stolen. Mr Blaya Blaya said there are similar problems everywhere not just on Camposol. However, at this moment in time there are13 new police recruits training in the academy destined for the Mazarron Municipality. There are plans for more recruits to be provided final figure will be 45 this figure means that the numbers have doubled since this council has been in power.
10. Postal Services Mr Blaya Blaya said that the various officials concerned with the provision of postal services had visited Camposol to assess the situation and that we could expect the keys for our mail boxes to be distributed soon. Roy asked if it was possible to put them undercover. Mr Blaya Blaya said he was looking into the possibility of providing cover similar to that provided on Sector A. Mary Cooper pointed out that many of the post boxes already in situ have been vandalised and asked if it was possible to site all of the post boxes for B, C, and D into one of the empty units on the B commercial centre where we could possibly encourage the Correos to open up in the same premises. Jacqueline Galvez said that the Regional postal authorities had in fact been in touch to discuss the possibility of opening a post office on Camposol. The problem with the commercial centre is that she thought all of these units belonged to GrupoMasa and could only be rented. The Correos always owns the units they provide so this could pose a problem. Mary Cooper said she thought that some of the businesses on Sector B were privately owned; Jacqueline promised to make further enquiries.
11. Takeover of Sector A Some discussion took place surrounding the feasibility of Sector A being ready for takeover by Mazarron Local Authority on the 15th May as was stated to the C.R.A by Daniel Bascuñana (GrupoMasa). Mr Blaya Blaya said he thought this highly unlikely as there was still much work to be completed.
12. The Entity The subject of the ‘Entity’ was also discussed. Mr Blaya Blaya announced that Mazarron Local Authority would take full responsibility for Camposol including maintenance.
Mary Cooper asked what would happen to the ‘Entity’ which is still in existence and would become active on takeover.
Jacqueline Galvez explained that Sector A would not be governed in this way that the Town Council will change the formula. This would involve a bye law change to dissolve the ‘Entity’ at the time of takeover.
Mary also asked whether the Council Tax system implemented in place of the ‘Entity’ would be similar to that we have been used to in the UK. Jacqueline said that this could possibly be the case but there is also a possibility that the system implemented could have a format similar to what we know in the UK as a Parish Council. Tony Butler commented that this would then probably take the shape of what is in place in Cañadas del Romero. Jacqueline said the final decision on this has not yet been made.
Roy Pugh said the C.R.A welcomed this news, that we understood Sector A had to be first for takeover as it was the oldest, however, whatever is implemented on Sector A would also be implemented across all other sectors of Camposol and it is important that we are kept informed of progress. Mr Blaya Blaya said he would like to meet us on a bi-monthly, or monthly basis if it was thought necessary, to update us on progress.
13. Touristica Properties Joaquin approached the subject of touristica properties on Camposol and asked if Mazarron Local Authority would consider looking at changing the law to re-designate the land on which these properties are built. Mr Blaya Blaya said this would not be easy to do. Mary Cooper asked if this would be impossible to achieve. Jacqueline Galvez said whatever happened Mazarron Local Authority would not break the law to do this. Joaquin explained that the law would not be broken and that it was possible to change this law the same way as would be done to dissolve the entity. It was clear that more clarity is required on this subject. Joaquin will research this further and produce a paper with the details of what is required, further discussion is needed on this subject.
The meeting ended at 11:40 with the promise that if Mr Blaya Blaya was returned to power in the forthcoming elections he would meet again with us towards the end of June.
